This provision is inadequate

 The owner fails to ensure that all requirements of the early years foundation stage are met. She has also failed to notify Ofsted of her registration as a company and the appointment of a new director, as required.  The owner has a poor understanding of her responsibility to safeguard children's welfare. Procedures for the recruitment and induction of staff are inadequate. Safeguarding policies are out of date. Staff do not know the procedures to follow if they are concerned about a child or want to raise a concern about the setting or another adult.  The owner fails to take effective action to deal with weaknesses in staff performance. Record-keeping is poor. Family contact details in relation to each child are not always obtained. The record of attendance is not accurately maintained.  Key persons do not help new children to settle. They fail to develop effective relationships with parents to ensure that children's care and learning needs are met.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The owner, who is the lead for safeguarding, has a poor understanding of safeguarding matters despite attending recent training. She supplies staff with inaccurate information, particularly relating to how staff raise concerns about others' practice. The safeguarding policy and procedures do not reflect those of the Local Safeguarding Children Board and contain out of date information. Staff's suitability is not assured. The owner fails to check staff's eligibility to work or obtain suitable references. Induction procedures do not ensure that new staff meet their responsibilities. Staff do not keep a daily record of the times that children attend. The owner fails to monitor and evaluate the provision effectively. Her capacity to identify and tackle weaknesses is poor. Actions set at the last inspection have not been met. Staff are not effectively supported in carrying out their responsibilities. Practice has declined. Gaps in children's learning have

p.4

Effectiveness of the leadership and management is inadequate

not been identified. This has a significant impact on children's safety and readiness for school.

p.4

Quality of teaching, learning and assessment is inadequate

Staff fail to build on what children know and can do. Children frequently spend long periods of time without the support they need and they do not engage in purposeful play. For example, older children ride bikes for much of the session as the activities on offer do not provide sufficient challenge or capture their interest. Staff do not support children's language skills sufficiently. Bilingual staff are not used effectively to give children who are learning English as an additional language the extra help they need to become confident communicators. Staff do not gather enough information about children's needs, interests, and prior learning. Staff do not use ongoing assessment to identify where children are in their learning or highlight gaps where they are not making typical levels of progress.

p.4

Personal development, behaviour and welfare are inadequate

Children's safety is compromised. Staff have not been subject to thorough checks before starting at the pre-school. Key persons fail to build a secure relationship with children and their families. They do not gather important information, such as the languages that children speak at home or how to meet their individual needs to help them settle. New children struggle to follow routines, and they are not adequately supported to join in activities or encouraged in their play.

p.4

Outcomes for children are inadequate

Children do not make adequate progress from their starting points, particularly those who require extra support in their communication and language development. Children generally behave well but older children show poor levels of concentration and do not readily engage in a variety of tasks. Children do not acquire the skills they need for their future learning and are ill-prepared for school.
