This provision is inadequate
The provider, who is also the manager, has not completed sufficient training to undertake her role as the designated lead person for safeguarding adequately. Staff's understanding of the safeguarding policy is inadequate. They do not know how to deal with concerns about a child's welfare, which puts children at significant risk. The manager does not ensure information from identity checks and vetting processes is recorded as required, including the dates and source of each Disclosure and Barring Service check. The manager does not ensure there is a named deputy manager who is capable and qualified to take charge in her absence, as required. Children are not assigned a key person to provide consistency of care as required. Staff do not work with their parents to meet children's individual needs effectively. Children's progress from their starting points is poor. Supervision of staff is ineffective

This provision is inadequate
and does not focus on improving the quality of teaching and outcomes for children. The manager and staff do not understand how to plan effective learning experiences that challenge children and reflect their interests. Self-evaluation is weak. The manager has failed to recognise breaches of requirements and the negative impact of these on children's welfare and their learning.

Inspection activities
The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. The inspector held a meeting with the provider, who is also the manager. The inspector sampled paperwork, including policies, safeguarding information and children's learning and development records. The inspector spoke with parents and took account of their views. The inspector spoke with staff and children during the inspection. The inspector completed a joint observation with the manager to observe staff practice.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider, who is also the manager and the designated safeguarding officer, has yet to undertake the required safeguarding training to fulfil this role adequately. Staff do not have a clear understanding of the safeguarding policy and the procedures to follow should they have a concern about a child's welfare. Records to demonstrate staff suitability are not complete. These weaknesses compromise children's safety and welfare. Some staff are not clearly informed of all aspects of their roles. For example, the manager has not ensured that the person who she has assigned as her deputy is aware of her additional responsibilities to be in charge when she is absent. The manager does not supervise staff effectively. She does not give them enough support to improve their knowledge to raise the quality of teaching and improve outcomes for children. While the manager has begun to evaluate some aspects of practice, she has not
p.4
Effectiveness of the leadership and management is inadequate
identified all breaches in requirements and the negative effects of these on children.
p.4
Quality of teaching, learning and assessment is inadequate
Staff have low expectations of what children can do and lack a secure knowledge of the early years foundation stage. Staff are beginning to complete observations and assessment of children's learning. However, planned activities do not offer sufficient challenge to sustain children's interests, so they quickly become bored and wander around. The quality of teaching is weak. Staff do not interact effectively with children to build on their knowledge. For example, during role play of the vet's surgery, staff did not correct children's misunderstanding that a vet looks after animals, not people. Children do not develop the communication and language skills they need to interact effectively with adults and their peers. For example, although staff played alongside children, they used very little language to encourage children to express their thoughts and ideas.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses identified in safeguarding compromise children's safety and welfare. Children's individual care and learning needs are not supported or met effectively. There is no key-person system to help children form secure attachments with individual staff or to build effective relationships with parents. Children behave well. They learn to be kind and respect one another. Children learn some skills to encourage their independence.
p.4
Outcomes for children are inadequate
Children do not make adequate progress, particularly in their communication and language skills. They develop some basic mathematical skills, but are not developing the concentration and perseverance skills they need to prepare them effectively for school.
