Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The childminder does not have appropriate fire-control equipment in place to meet fire safety requirements and ensure children's safety.  Not all records and documentation are in efficient order and available for inspection, as required. The childminder cannot provide evidence to show she has a current first-aid qualification. This is also a breach to the Childcare Register requirements.  The childminder does not have current and accessible contact numbers of the appropriate safeguarding agencies, to ensure she can make a prompt referral should she have a child protection concern.  Self-evaluation does not effectively help the childminder to identify weaknesses to her practice to ensure she meets requirements and provides positive outcomes for children.  Assessment arrangements are not rigorous. The childminder does not effectively monitor younger children's development across all areas of learning, to share detailed

information with parents about the progress their children make, and to make sure activities consistently extend children's learning.

p.1

It has the following strengths

 The childminder is working towards a foundation degree to help her develop her childcare knowledge and skills.  Since the last inspection, the childminder has established partnerships with other settings, to support older children.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure appropriate fire control equipment is in place that complies with fire safety requirements 04/07/2016

p.2

Due Date

 provide evidence of a current first-aid certificate and ensure that records and documentation are available for inspection 04/07/2016

p.2

Due Date

 improve safeguarding arrangements to include appropriate contact numbers of agencies with statutory responsibilities, to enable a prompt response regarding safeguarding concerns about children's welfare 04/07/2016

p.2

Due Date

 develop more rigorous assessment procedures to cover all areas of children's learning, to monitor their development closely, provide parents with detailed information about the progress their children make and ensure activities consistently extend children's learning. 08/08/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 develop rigorous self-evaluation procedures to more effectively monitor that all requirements are met and to improve outcomes for children.

p.2

Inspection activities

 The inspector held discussions with the childminder and her co-childminder.  The inspector checked safety of the premises.  The inspector sampled children's records.  The inspector viewed policies and procedures, including safeguarding and complaints.  The inspector observed the childminder's care of children.

p.2

Effectiveness of the leadership and management requires improvement

The childminder has moved house since the last inspection. She has a suitable fire evacuation procedure to help her support children in the event of a fire. Smoke detectors are in place; however, the childminder does not have appropriate fire-control equipment, to help her keep children safe. The childminder is not able to provide evidence that she has a first-aid certificate. Safeguarding is effective. Since the last inspection, the childminder has updated her safeguarding policies and procedures to include the safe use of mobile phones and cameras. She is aware of signs for concern and knows what action to take to protect children's welfare. However, she does not have the contact details available to report her concerns and ensure a prompt response. The childminder does not use self-evaluation effectively to help her identify areas to address that ensure she meets requirements, and to improve children's learning experiences and outcomes.

p.3

Quality of teaching, learning and assessment requires improvement

Through her studies and practical placement as a student, the childminder is developing her understanding of the early years foundation stage. This has helped her to support older children's early reading skills. However, the childminder's observations and assessment of younger children's development focus on their physical development, with less attention given to other areas of learning, such as their communication and language. This reduces the accuracy of information she shares with parents about their children's progress, and how well she monitors children's progress and the effectiveness of activities to meet children's learning needs. The childminder interacts positively during routine times for younger children, to support their developing personal and social skills.

p.3

Personal development, behaviour and welfare require improvement

The childminder takes some steps to keep younger children safe; for example, she has safety gates in place. However, breaches to the welfare requirements mean she cannot ensure children's safety and well-being at all times. The childminder gains relevant information from parents when children first attend. This enables her to follow children's individual routines and supports continuity of care. The childminder follows suitable arrangements to meet children's dietary requirements. The childminder records information for parents, such as babies' sleep times and nappy changes.

p.3

Outcomes for children require improvement

Children make steady progress from their starting points, especially younger children in their physical development. They begin to develop some skills for future learning. Young children show they feel secure with the childminder, which supports their emotional development. The weaknesses to assessment mean children do not always receive challenging activities that focus effectively on extending their progress further.
