p.1
This provision is inadequate
The childminder does not effectively identify and remove risks to children's safety, despite this issue being raised at a previous inspection. This compromises their welfare and is also a breach of the Childcare Register requirements. The childminder still does not maintain accurate records of children's daily attendance. The childminder has not put in place effective measures to improve food safety. The kitchen worktops where food is prepared are not clean and hygienic. She does not support children's good health. These are also breaches of the Childcare Register requirements. The childminder does not have a sound knowledge of the learning and development requirements and how children learn. Teaching is not always matched to the children's individual needs and interests, and focused on what they need to learn next. This does not support children to make good progress in their learning. The childminder does not always interact effectively with children to develop their play

and to guide their learning. The environment and resources do not fully engage children and this means they often wander around with little focus.
p.1
It has the following strengths
The childminder takes children on daily visits to the local park and playgroup, where they develop their physical skills and socialise with others. The childminder exchanges information with parents on children's care needs and routines, to help her meet their physical needs.

Inspection activities
The inspector looked around the areas used for childminding. The inspector looked at a sample of documentation. The inspector observed the children's play and their interactions with the childminder. The inspector held discussions with the childminder at various times during the inspection.
p.2
Effectiveness of the leadership and management is inadequate
The childminder does not monitor and evaluate her practice effectively, and she has not fully addressed the actions and recommendations raised previously. Safeguarding is ineffective. The childminder does not identify and remove risks to children's safety. For example, despite knowing that the mats become slippery when wet, she carried children over them and fell over. This compromises children's welfare. The childminder has some understanding of child protection procedures and knows the relevant professionals that she should contact if she has concerns about a child's welfare. She seeks training to update her skills and knowledge; however, she does not use this effectively to develop her practice and provision. For example, despite attending safeguarding training, she does not understand how maintaining accurate registers of attendance can help to protect children's welfare.
p.3
Quality of teaching, learning and assessment requires improvement
The childminder assesses children's learning and development, including finding out about their abilities when they start. She has identified some of the next steps in children's learning and can talk about what she will do to support these. However, she does not always use this information effectively to plan age-appropriate experiences, based upon children's interests. Activities are mainly based on children's free choice of resources, and they often lack sufficient depth and challenge. The childminder does not interact well with children to help them engage in activities and develop their concentration. They are sometimes bored and flit from one thing to another, such as opening drawers and finding unsuitable objects to play with.
p.3
Personal development, behaviour and welfare are inadequate
Although the childminder prepares healthy meals for children, using fresh ingredients, the kitchen worktops where food is prepared are not always clean and hygienic. This does not support children's good health. The childminder does not always supervise children adequately, prioritising routine tasks such as tidying up and completing paperwork, and this exposes them to risks. For example, the childminder is unaware when children gain access to the kitchen area and open the dishwasher. The childminder supports children to develop relationships with others, such as by taking them to a local playgroup.
p.3
Outcomes for children require improvement
Children gain some of the skills necessary for the next stages in their development. For example, they learn to operate toys with simple mechanisms by pushing or twisting buttons. However, the childminder does not always have high enough expectations for the younger children that she cares for. She does not prepare the learning environment well or engage with them to support their learning fully. While children's development is typical for their age, they are not supported to achieve everything that they can.
