This provision is inadequate

 Leadership and management are inadequate. Managers have failed to identify breaches in requirements, including those of the Childcare Register.  Staff do not know how to identify a child who may be at risk of harm. Managers have not made staff aware of their responsibility to notify them of anything that may affect their suitability to work with children. This compromises children's safety.  Managers do not follow robust recruitment procedures to ensure the suitability of staff. Although managers carry out Disclosure and Barring Service checks for new staff, they do not seek any other references.  Staff induction is ineffective. Managers fail to support staff's development. They do not monitor staff practice or provide adequate staff supervision, coaching and training. Managers fail to monitor children's progress to identify and tackle any gaps in learning.  The quality of teaching is weak. Some staff do not interact with children to promote

their language development, motivate them to learn or help them to make adequate progress. They do not find out what children know and can do when they first start. Younger children cannot regularly choose the resources they need.  Managers lack the commitment to drive improvement. They do not identify or tackle areas for development or involve staff, parents and children in the process.

p.1

It has the following strengths

 Children manage their personal care well and learn the importance of good hygiene.

p.2

Due Date

 make effective use of self-evaluation to identify and remedy breaches in requirements, and tackle areas for improvement; and involve staff, parents and children in the process  monitor the quality of teaching and staff practice to improve outcomes for children  provide more opportunities for younger children to choose the resources they need for their independent play and learning  seek information from parents about children's development when they first start to help staff plan for their progress from the outset.

p.3

Inspection activities

 The inspector observed activities and staff interaction with children throughout the provision.  The inspector spoke to staff to check their knowledge about their safeguarding roles.  The inspector carried out a joint observation with the manager.  The inspector spoke to parents and took account of their views.  The inspector looked at a range of documents including children's development records, staff suitability checks, and policies and procedures.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Most staff have attended safeguarding training but do not know how to identify if a child is at risk. Managers fail to understand or implement government requirements intended to protect children, or share these with staff. Recruitment procedures are weak. Managers do not complete any additional checks when vetting new staff. They do not support staff, monitor their practice, or identify their training needs. Managers fail to monitor children's progress adequately and are unable to demonstrate that children make adequate progress from their starting points. Induction is ineffective. New staff do not receive the help they need to understand their roles. For example, some staff fail to engage or interact with children or motivate them to learn. Self-evaluation is weak. Managers do not demonstrate a commitment to improve the provision continuously. Staff inform parents about their children's day, but they do not

p.4

obtain information from them about their children's development at home to help them meet their learning needs. Staff use partnerships with outside agencies well to provide effective support for children who have special educational needs.

p.4

Quality of teaching, learning and assessment is inadequate

Staff focus closely on the nursery routines and domestic tasks. They place little emphasis on promoting children's communication and language skills or encouraging them to learn through challenging activities. For example, children excitedly told staff that they were making 'food'. However, staff did not respond positively or engage them in conversation to extend their imaginary play and language skills. The manager has introduced a new system to assess children's progress, but has not ensured that staff can implement this in practice. Staff are not always clear about what children already know and can do, to enable them to build on children's learning and promote the next steps in their development.

p.4

Personal development, behaviour and welfare are inadequate

Children's safety is compromised. Staff do not have sufficient knowledge about safeguarding. The manager does not use robust methods to recruit suitable staff or monitor their practice effectively. Younger children do not make choices in their play and staff do not encourage them to investigate and explore the available resources. Children have some opportunities to be independent, such as putting their plates and cutlery in a bowl ready for washing.

p.4

Outcomes for children are inadequate

Children behave well, but they do not develop sufficient independent learning skills. Staff regularly miss opportunities to promote children's emerging language development and support their learning. Overall, children do not receive adequate levels of support to help them develop the skills they will need in readiness for school.
