p.3

Effectiveness of the leadership and management is inadequate

Arrangements for safeguarding are ineffective and children are at risk. The childminder does not understand how to identify and report concerns about children's welfare and ensure their safety. She has failed to inform Ofsted of changes to her household or ensure that suitability checks are completed for everyone living on the premises. She has also failed to notify Ofsted of a change to her name. The childminder does not effectively identify all aspects of risk to children's safety. For example, there was a shaving kit with sharp objects in the cloakroom within children's reach. The childminder fails to display her certificate of registration and she was unable to provide evidence of relevant insurance for using her car for transporting children. The childminder does not work effectively with parents to meet children's needs. For example, the childminder is not sure about the languages the children speak at home. She does not share information effectively with

other settings that children attend. This does not help her to support continuity in children's learning experiences.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not observe, assess and monitor children's progress effectively to identify what they already know and plan activities that challenge and motivate them in their learning. This was an action at her last inspection. The childminder admitted that she has not done anything about this. She cannot identify any gaps in their learning or ensure that they make progress because she does not know where they are in their development. The childminder does not extend children's learning. For example, while children enjoy listening to rhyming words in stories or making marks on paper, she does not extend these activities any further to build on what they can already do.

p.4

Personal development, behaviour and welfare are inadequate

Children do not consistently learn to keep themselves safe from harm. For example, the childminder has not developed appropriate procedures to follow in the event of an emergency to help children learn what to do. The childminder does not have procedures for recording accidents, incidents and medication. This does not support children's welfare. Children have regular opportunities to exercise in fresh air, which helps support their physical well-being. The childminder maintains records of children's attendance as required.

p.4

Outcomes for children are inadequate

Children's progress is not assured when they are with the childminder. They have limited resources available to allow them to follow their interests and they do not have sufficient opportunities to engage in planned, purposeful play. This hinders their progress and they are not prepared well for their move to school or the next stage of their education.
