This provision is inadequate

 The childminder does not have a current paediatric first-aid qualification. This is a breach of a legal requirement and compromises children's welfare.  The childminder does not understand the risks in relation to the use of mobile phones and cameras in her setting, which puts children at risk.  The childminder does not monitor children's progress to identify any gaps in learning and plan consistently challenging activities to help children make good progress. She has failed to complete written assessments of children's progress between the ages of two and three years, as required.  The childminder does not encourage children to wash their hands before eating, to promote their health and limit the spread of infection.  The childminder has a weak knowledge of the early years foundation stage requirements. She fails to meet learning and development and safeguarding and welfare requirements, and does not meet the requirements of the Childcare Register.

p.1

It has the following strengths

 Children are confident and have warm relationships with the childminder. They show through their behaviour that they feel emotionally secure.  The childminder talks to children and provides their favourite toys to occupy them.

p.2

Inspection activities

 The inspector observed the childminder and children engaged in indoor activities.  The inspector talked to children and read written feedback from parents.  The inspector sampled records and documentation that the childminder is required to keep, to support children's welfare.  The inspector talked to the childminder about how she plans learning activities and monitors children's progress.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder's first-aid qualification is out of date. She is unaware of safeguarding requirements relating to the use of mobile phones and cameras to keep children safe from harm. The childminder understands the procedures to follow with reference to concerns about a child's welfare. She acknowledges the weaknesses in her practice but does not take action to ensure children's safety and welfare. She has failed to make sufficient improvements since the last inspection. Although she obtains some information about children when they start, she does not use this to establish starting points to plan purposeful activities. The childminder does not have a secure knowledge of the required written progress check for children aged two years.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has a weak knowledge of how to build on what children already know and can do. Her teaching fails to provide an appropriate level of challenge to help children make sufficient progress while in her care. The childminder does not monitor their development to identify any emerging gaps in children's learning to enable her to provide effective support. She provides resources that children like and enables children to make choices about what they do. The childminder encourages children to learn some skills they will need for school, such as counting and matching cards that are the same.

p.4

Personal development, behaviour and welfare are inadequate

Breaches in safeguarding requirements have a significant impact on children's welfare and safety. The childminder lacks current first-aid knowledge to treat accidents promptly and effectively. She does not teach children the importance of good hygiene practices. For example, children do not wash their hands before eating and the childminder fails to remind them to do so. Buggies are stored by the sink, so children are unable to reach it.

p.4

Outcomes for children are inadequate

Children's progress is not assured when they are with the childminder. She does not know where they are in their development or how to extend their learning well enough to be sure they reach the level of development of which they are capable.
