This provision is inadequate
The provider does not ensure the premises are secure at all times to prevent unauthorised persons from entering. This compromises children's safety. Staff deployment is poor. The provider does not ensure sufficient numbers of staff are available at all times, compromising children's welfare. The provider does not ensure that there are sufficient and appropriately deployed members of staff with paediatric first-aid qualifications. This puts children at risk. The provider does not ensure staff follow safe hygiene practices at all times to promote children's good health. Partnerships with parents are weak. Staff do not ensure that all parents know their child's key person. They do not keep all parents informed of their children's progress to help them support learning at home. Assessment of children's learning is poor. Staff make inconsistent and infrequent observations of children's learning and do not have sufficient information to know what

Inspection activities
The inspector observed teaching practices and children's learning. The inspector held discussions with the manager, staff, children and some parents. The inspector read some of the setting's documentation, including the safeguarding policy and procedures. The inspector sampled children's development information and records. The inspector carried out joint observations with the manager.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The premises are not secure, enabling unauthorised persons to enter the building unchallenged. Staff have a suitable knowledge of child protection procedures. A high staff turnover affects children's continuity of learning and development. Staff do not regularly or consistently observe and assess children's development or use the information they gather to plan activities that help each child make the progress they should. The manager does not track children's progress and identify gaps in learning effectively. She does not ensure that staff have a good knowledge of the children they work with or that staff ratios are met. She does not ensure staff are deployed well enough to meet children's needs. For example, agency staff are sometimes left alone with three babies throughout the day.
p.4
Quality of teaching, learning and assessment is inadequate
Not all staff have an adequate understanding of the next steps in children's learning and are unable to plan activities that provide a good level of challenge to meet their needs. Some staff support children's mathematical understanding adequately as they play. For example, they encourage children to find 'one more' and use mathematical language as children fill containers with sand. Not all staff have positive interactions with children to enhance their learning. For example, as children play with water using jugs, staff simply tell them, 'It's full now,' but do not extend children's thinking or learning beyond this.
p.4
Personal development, behaviour and welfare are inadequate
Staff do not encourage children's independence well, doing things for children that they can do for themselves, such as pouring drinks and serving cereals. Staff do not promote children's good health adequately. For example, bins are not readily available for staff to dispose of soiled nappies or tissues. Staff place a potty in a room for children to use where others are eating. Children have some opportunities to lead their own play and make choices. For example, children choose materials to add details for insects they are making. Staff plan a range of activities for children to be physically active. For example, they visit the local park and children enjoy dance sessions.
p.4
Outcomes for children are inadequate
Weaknesses and inconsistencies in teaching and assessment have a negative impact on the progress that children make. They are not well prepared for the next steps in their learning, including their move to school. Children are not motivated to learn. For example, their independent exploration is often interrupted when staff lead them away from their play to join in large group activities that do not interest them.
