This provision requires improvement. It is not yet good because:
Staff do not have a full and thorough knowledge and understanding of new legislation in relation to safeguarding. This means that staff are not fully alert to factors in children's home lives or elsewhere that may cause concern. Planned activities do not always take account of children's individual next steps, interests or learning styles. Consequently, some children are less engaged and easily distracted. Systems of supervisions and appraisals are not yet sufficiently well established to help swiftly identify weaknesses in teaching and to help the manager monitor the practice within the setting. Staff do not always help children to gain a better understanding of the rules and expected behaviours, particularly during focussed activities and group times.
p.1
It has the following strengths
The manager is ambitious for the success of the setting. She uses self-evaluation to help identify where the setting needs to improve. Recent changes to the working partnership between the setting and the committee means that the manager is beginning to implement the necessary improvements she's identified. The learning environment is bright, inviting and offers children a range of opportunities across all areas of learning. Children happily enter the setting, confidently separating from their parents or carers. They respond well to the staff who are kind and caring. As a result, children develop secure attachments with staff.

What the setting needs to do to improve further
To meet the requirements of the Early Years Foundation Stage the provider must:

ensure staff have a full and thorough understanding of all safeguarding matters and are more alert to any issues for concern in a child's life at home or elsewhere, with particular regard to new legislation 05/04/2016

ensure that planned activities are more closely matched to children's individual next steps and take account of their interests and style of learning. 10/05/2016

To further improve the quality of the early years provision the provider should:

establish fully the system for supervision of staff and use this effectively to help identify weaknesses in teaching and other areas of provision to promote good outcomes for children focus more effectively on helping children learn how to manage their own behaviour and to understand what is expected of them, particularly during focussed activities.
p.2
Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspector completed a joint observation with the setting manager. The inspector held a meeting with the setting manager. The inspector looked at relevant documentation, such as the setting's self-evaluation, policies and procedures and evidence of the suitability of staff working in the setting. The inspector took account of the views of children, staff and parents spoken to on the day of the inspection.
p.2
Effectiveness of the leadership and management requires improvement
The arrangements for safeguarding are effective. Staff are aware of the signs and symptoms of abuse and the reporting procedures to follow in the event of a concern about a child in their care. However, they do not have a widespread understanding of all new safeguarding guidance and how to implement it within the setting. The manager has recently introduced systems of staff supervision. However, these are not yet fully effective in helping to swiftly identify inconsistencies in teaching and the provision overall. Partnerships with parents and the providers of other early years settings children attend are well established. Information sharing enables staff to understand and meet children's needs well.
p.3
Quality of teaching, learning and assessment requires improvement
Staff regularly observe children during play and make assessments to identify next steps in their learning. This information is used to inform planning of both the learning environment and focussed activities. There are systems in place to monitor children's development and any extra support for individuals is provided promptly. However, planned activities are not always well matched to children's individual needs, interests or the way in which they learn. This results in children becoming easily distracted and not fully engaged in their play or learning. Children enjoy interactions with staff who ask questions and model the thinking process well. However, occasionally, the standard of teaching is variable among the staff team. Children enjoy their time outside in the well-equipped outdoor area. They enjoy making maps to follow and use chalk to make tracks on the ground, supporting their early writing skills. Children use their imaginative skills as they

get into character, assign roles to one another and draw upon their own experiences.
p.3
Personal development, behaviour and welfare require improvement
Children are settled in the care of the staff. Staff spend time with parents before children start at the setting, finding out about their individual needs. Children play well together and begin to develop self-control in a range of situations. However, staff do not always help children learn about appropriate behaviour. For example, by offering clear explanations of their expectations for good behaviour. Children's good health is suitably promoted. Children have access to the well-resourced outdoor area for daily fresh air and exercise. They enjoy playing with a variety of equipment to enhance their physical development. Staff encourage children to take calculated risks. They learn to negotiate space outside and safely climb the play equipment. Staff make effective use of resources to promote positive images of a range of cultures. Children gain a good understanding of differences in society.
p.3
Outcomes for children require improvement
All children make progress from their starting points. All children learn basic skills needed to support them in readiness for the move on to school. However, the quality of teaching requires improvement, so that children are able to make good or better progress.
