p.1

This provision is inadequate

 The provider does not ensure that all staff have suitability checks completed, including a Disclosure and Barring Service check. In addition, there is not always at least one member of staff present with a valid paediatric first aid qualification. This puts children's safety and welfare at risk. These are also breaches of the compulsory part of the Childcare Register requirements.  The provider and manager fail to ensure that staff follow good hygiene practice to minimise the risk of cross-infection.  The management team does not monitor staff practice effectively to improve the quality of teaching. It does not provide staff with enough opportunities to undertake further professional development, including training, to help them build their skills and improve outcomes for all children.  Staff do not plan sufficient age-appropriate activities, or good quality resources, to build on what children know and can do and motivate their learning.

p.1

This provision is inadequate

 Partnerships with parents are weak. Staff do not provide parents with sufficient information about how the staff deliver the early years foundation stage.  The quality of teaching has declined and children make poor progress. Staff do not assess and monitor children's development or plan for their learning effectively.  The management team does not adequately evaluate practice and tackle weaknesses.

p.1

It has the following strengths

 Children are settled. They develop good relationships with staff and each other.

p.1

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make effective use of self-evaluation to accurately identify and address breaches in requirements and weaknesses in practice, and use this to drive improvement.

p.2

Inspection activities

 The inspector observed the children at play in the nursery and garden.  The inspector sampled children's information and development records.  The inspector held discussions with the manager and staff.  The inspector talked to parents to obtain their views about the nursery.  The inspector completed a joint observation with the manager.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Recruitment procedures are not implemented effectively to ensure that childcare and support staff are suitable. Two staff are trained in first aid but there are occasions, due to patterns of working or absence, that the nursery operates without a qualified first aider on site. These breaches of requirements compromise children's welfare. The management team ensures staff understand the reporting procedures to follow if they have a concern about a child's welfare. The management team does not evaluate effectively to identify weaknesses and make targeted improvements. It has not taken appropriate action to meet all of the actions raised at the last inspection in relation to the learning and development requirements. Overall, the quality of teaching and outcomes for children has declined. The management team does not monitor the provision effectively to identify breaches of requirements. Staff do not

receive adequate support to fulfil their roles and help to raise the quality of teaching.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not have a secure knowledge of how children learn and the quality of teaching is poor. The environment is poorly organised with a lack of good quality toys and resources for children to explore. Staff lack awareness of providing age-appropriate activities and some activities are too advanced. For example, they provide complex school-age reading activities for young children. Despite changes to how staff observe and assess children's development, assessments are not sufficiently precise and staff fail to plan effectively to meet children's individual needs. They fail to respond to learning opportunities that arise during the course of children's play and do not use children's interests to extend their learning. Parents receive some information about children's activities but do not receive sufficient information about what their children should be learning.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in safeguarding compromise children's welfare and safety. In addition, the management team does not ensure all staff follow safe hygiene practice. For example, it fails to ensure staff heed food safety guidelines to wear protective clothing when preparing food and to store food safely. Staff re-use disposable gloves when changing children's nappies and the children's used bedding is stored altogether, increasing the risk of cross-contamination. Staff are welcoming to the children, which supports their emotional well-being. Generally, children's behaviour is good.

p.4

Outcomes for children are inadequate

Children do not make adequate progress. They do not acquire independence skills or develop positive attitudes to learning. They are not prepared well enough for their next stage in learning or for their move on to school.
