Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The provider does not ensure communication with parents is maintained effectively at all times. Some parents are not aware of their child's key person and they are not always clearly informed about the support children receive for their care.  The quality of teaching does not support children to make good progress in their learning. Staff do not plan stimulating activities and they do not engage all children to ensure all have rewarding learning experiences.  Staff do not give children sufficient time to learn to do things for themselves.  Self-evaluation is not fully robust. Some weaknesses are not recognised and therefore not addressed.

p.1

It has the following strengths

 Children enjoy their time in the nursery and interact confidently with staff. Children receive clear messages about healthy lifestyles. They have opportunities for daily physical play in the park and eat nutritious meals provided by the nursery.  Children learn from first-hand experiences to respect and value the differences between people. They mix with others from a range of backgrounds and enjoy meals that reflect the variety of cultural and religious preferences of those attending.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 strengthen communication with parents to ensure all are informed about their child's key person and about the care their child receives 31/05/2016

p.2

Due Date

 improve the consistency of teaching so all children benefit from taking part in well-planned activities that actively promote their good progress. 29/06/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 provide more opportunities for children to develop their independence skills  strengthen self-evaluation to recognise weaknesses and take prompt action to address these.

p.2

Inspection activities

 The inspector had a tour of the premises with the manager.  The inspector observed teaching and learning activities indoors. The inspector carried out a joint observation with the manager.  The inspector looked at a sample of policies, children's assessment records, planning documentation and records of incidents and attendance.  The inspector checked evidence of the suitability and qualifications of staff working with children and discussed the nursery's self-evaluation.  The inspector held meetings with the provider and the deputy manager.  The inspector took account of the views of children, parents and staff spoken to on the day of inspection.  The inspection was carried out following the risk assessment process after concerns were raised about the provider's ability to meet requirements.

p.2

Effectiveness of the leadership and management requires improvement

The arrangements for safeguarding are effective. Persons responsible for child protection have a clear understanding of reporting procedures if there are allegations against a member of staff. The provider ensures documentation is appropriately maintained, including records of attendance, accidents and incidents. The relevant information is shared promptly with parents. However, the provider does not ensure that the same level of communication is maintained with all parents with regard to children's individual care. All staff have opportunities to participate in workshops and training. The provider maintains her own professional development and is suitably trained to support staff who fulfil the role of special educational needs coordinator. They use their knowledge to meet children's additional needs appropriately. The provider ensures staff-to-child ratios are consistently maintained to supervise children during activities. The provider works well

with other professionals to ensure relevant guidance is obtained to help them meet children's needs. A deputy manager is in post to take charge of the nursery in the absence of the provider.

p.3

Quality of teaching, learning and assessment requires improvement

Staff take account of children's interests to provide suitable play experiences. However, teaching is sometimes mundane and staff do not consistently offer children the challenge they need to secure their good progress. For example, older children are not given enough opportunity to think about the answers to questions or to test their understanding before staff move on. As a result, children's interest is not always sustained. Staff use large books skilfully to encourage children to develop some early reading skills. They hold these up so that letters and pictures are easily seen. Younger children explore textures, such as paint and are beginning to name colours. Their small-muscle skills are developing steadily as they experiment by using resources, such as brushes and sponges. Staff observe children while they play to assess their achievements and plan for further learning.

p.3

Personal development, behaviour and welfare require improvement

Although there have been several changes in staffing recently, children are beginning to form bonds with key persons. However, weaknesses in the overall quality of teaching and the failure of staff to work in full partnership with parents means that children's progress is hindered. However, children do develop some self-awareness during exploratory play. For example, they look at their reflection in mirrors and identify facial features. Children's good behaviour is promoted generally well and they are encouraged to share resources. Staff carry out daily risk assessments to ensure the environment is safe for children's play and learning. Children learn to keep themselves safe as they cross the road to the nearby park for physical play.

p.3

Outcomes for children require improvement

Although children do not consistently make good progress in their learning they develop some skills for the future. Children, including those in receipt of additional funding, are developing some secure language, literacy and early numeracy skills. Children are adequately prepared for the next stage in their learning.
