p.3

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are not effective. The childminder has failed to notify Ofsted that there has been a change to persons aged 16 years or over living on the premises. Additionally, she has not informed Ofsted that she is working with an assistant. She has not ensured that her assistant is suitable to fulfil the requirement of his role. He has sole charge of children and has not completed paediatric first-aid training. The childminder does not ensure that there is adequate insurance for the car in which children are taken to and from school and on outings. Consequently, she has failed to meet a number of legal requirements to safeguard children. The childminder has some knowledge of the signs and indicators that a child may be at risk of abuse. However, she has not kept up to date with changes to safeguarding procedures so that she is aware of all potential risks to children's welfare. Since her last inspection, the childminder has completed

paediatric first-aid training. While the childminder holds an appropriate childcare qualification, she does not put her knowledge to good use to monitor her provision well enough to ensure that children enjoy good quality learning experiences. The limited monitoring and evaluation of the provision mean that she fails to identify areas that require improvement so she can effectively raise the quality of the provision.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not have an up-to-date knowledge and understanding of the areas of learning that form the basis of educational programmes for children. This means she is unable to plan effectively and make accurate assessments of what children know, understand and can do. Although the childminder provides a variety of play opportunities, these are not based on a clear understanding of how they will help individual children to make the most progress possible. She generally interacts positively with children and promotes their language development. She talks to children, showing interest in what they say and engages them in conversation. Children develop some understanding of mathematical concepts. For example, they count as they play and begin to make basic comparisons between quantities. The childminder talks to parents about what children have been doing while in her care. However, she does not have effective systems in place

to work together with parents to support and extend children's learning and development.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management have a significant negative impact on children's personal development and welfare. Despite these weaknesses children behave well and they follow simple rules and boundaries. The childminder supports parents to manage children's behaviour at home. She obtains information from parents before children start in her setting so that she can meet their care needs. She provides opportunities for children to rest and play quietly and recognises when children are tired.

p.4

Outcomes for children are inadequate

The childminder does not ensure that her provision contributes effectively to helping children to become motivated and competent learners. This does not help children to be prepared for the next stage in their learning nor have the basic skills needed for school.
