This provision is inadequate
The nominated person/manager fails to safeguard children. She has not met her responsibilities under the Data Protection Act (DPA) 1998. She does not ensure that staff keep photographs taken of children for assessment purposes confidentially. She does not keep an accurate record of children's arrival and departure times. These are also breaches of the Childcare Register requirements. The manager and staff do not build strong relationships with parents and other professionals involved in children's care, learning and development. They have not gained all the information they need from children's parents and other professionals to help children that require additional help to catch up quickly. Staff do not help children to develop a good understanding of the world. Children have limited opportunities to use a range of technology for a purpose or to learn about some of the similarities and differences in their own and other people's cultures.
p.1
This provision is inadequate
The manager does not reflect adequately on the quality of provision to identify breaches in requirements and weaknesses in staff practice and educational programmes, to improve outcomes for children. Staff do not consider the organisation of routines and how these disrupt group activities and children's engagement in learning.
p.1
It has the following strengths
Staff plan activities which help children make adequate progress in their learning.

p.2
Due Date
use evaluation more effectively to clearly identify breaches in requirements and areas for development in practice, to improve outcomes for children review the organisation of routines to ensure children involved in group activities are able to engage in these without being distracted.
p.2
Inspection activities
The inspector toured the areas of the premises that children use. The inspector spoke to parents and carers to gain their views. The inspector observed staff's interactions with the children and carried out a joint observation with the manager. The inspector spoke to the manager and staff to determine their understanding of the early years foundation stage requirements. The inspector looked at a sample of written policies and other relevant documents.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The manager lacks awareness of her responsibilities under the Data Protection Act (DPA) 1998. Staff assess children's learning using electronic devices that they take home to upload to an online system. The manager fails to check that staff implement the agreed procedures to ensure the safety of children's information. The manager does not monitor how accurately staff record children's times of arrival and departure, as required. Staff know what to do in the event of a concern about a child's well-being. The manager does not use self-evaluation effectively to identify and tackle all weaknesses in the provision. She does not ensure staff build strong relationships with all parents and other professionals involved in children's care, to share relevant information and support continuity in their care and learning. Staff have attended recent training and are beginning to use new skills to offer better learning experiences for children.
p.4
Quality of teaching, learning and assessment requires improvement
Staff assess children's development, but they do not plan well enough for all areas of learning. Children have limited opportunities to learn about the wider world. For example, staff do not help children to learn about people different from themselves, and children do not have many opportunities to learn how to operate simple technological equipment. Staff help children to develop their physical skills. Staff communicate effectively with children to help them develop their language skills.
p.4
Personal development, behaviour and welfare are inadequate
The lack of safeguarding measures fails to ensure children's welfare adequately. Staff do not take sufficient account of children's arrival and departure times when planning activities. For example, children are easily distracted during group activities and lose concentration in their learning when other children arrive or depart. Staff help children to learn how to behave. They praise children and acknowledge their achievements. Staff encourage children to take regular drinks and to eat well. They encourage children to become independent and they provide extra support to younger children, as needed, to meet their individual needs. Staff talk to children about going to school and help them to become aware of changes in their routines.
p.4
Outcomes for children require improvement
Children, including those who speak English as an additional language and those who receive funding, make steady progress in their learning. However, daily routines sometimes disrupt children's learning and they do not have opportunities to gain a good understanding about the wider world. Children have some chances to develop their early reading, for example, they enjoy listening to stories. They develop early writing skills. Children develop an understanding of number, for instance, they count during their play.
