Outcomes for children Requires improvement

p.1

This provision is inadequate

 The childminder does not have a sufficient understanding of her responsibility to meet requirements, including those relating to the Childcare Register. She has failed to inform Ofsted of changes to members of her household and has not obtained an enhanced Disclosure and Barring Service check for all persons aged 16 years or over living on the premises.  The childminder does not have a current paediatric first-aid qualification, and does not have an up-to-date knowledge of how to respond to medical emergencies effectively.  The childminder does not keep an accurate record of the times of children's attendance, to support their ongoing welfare.  Procedures to monitor children's progress are not effective in helping all children to make consistently good progress and achieve the next steps in their learning.  The childminder does not reflect well enough on her provision to help her promptly identify and address weaker areas of practice, to bring about consistent improvement.

p.1

It has the following strengths

 Children are confident and learn to value and respect each other. The childminder teaches them to take turns, share and consider the needs of others during their play and activities.  The childminder has a calm manner and offers children lots of praise and reassurance. Children settle well and build strong relationships with the childminder.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure any persons living on the premises are suitable, including obtaining enhanced Disclosure and Barring Service checks in respect of every person aged 16 years and over 24/06/2016

p.2

Due Date

 gain an appropriate first-aid qualification 15/07/2016  maintain an accurate daily record of the names of children being cared for and their hours of attendance 24/06/2016

p.2

Due Date

 improve the systems to identify children's starting points and monitor their development to plan more accurately for their individual progress 15/07/2016

p.2

Due Date

 improve understanding of the requirement to notify Ofsted of changes to household members. 24/06/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make more effective use of self-evaluation to identify breaches in requirements, address areas for improvement and strengthen the quality of teaching.

p.2

Inspection activities

 The inspector observed activities in the childminder's home.  The inspector spoke to the childminder and children at appropriate times during the inspection.  The inspector looked at children's records, planning and a sample of other documentation, including policies and procedures.  The inspector took account of written feedback from parents.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Although the childminder has an adequate understanding of child protection procedures, she is unclear about the need to notify Ofsted of any changes. She does not ensure that all adult household members complete the required suitability checks. The childminder supervises children, limiting the impact of this breach of requirements on children's safety and welfare. The childminder does not update her skills or have a good enough understanding of all the requirements. She does not reflect on her own practice frequently to identify and address areas for improvement. The childminder has made some improvements since her last inspection by increasing opportunities for children to learn how to respect people's similarities and differences. However, she has not developed planning and assessment systems to improve outcomes for children's learning, which was a recommendation at her last inspection.

p.3

Quality of teaching, learning and assessment requires improvement

Children are happy and generally enjoy the activities the childminder provides. The childminder provides adequate support for children's communication and language development. She engages with children as they play, asking questions and involving them in discussions. For example, they talk about the pictures in a book, identifying the colours of the tractors. She has a basic understanding of their interests, but she does not monitor and assess all aspects of children's development to help her plan activities that challenge and extend children's learning fully. She keeps parents informed about the activities children complete through daily discussions, to involve them in children's learning.

p.3

Personal development, behaviour and welfare are inadequate

The childminder does not hold a first-aid qualification, as this lapsed a year ago. This compromises children safety as her knowledge of how to deal with any medical emergencies is not up to date. The childminder does not make effective use of all documentation to keep children safe. For example, she does not ensure the record of attendance is accurate at all times. The childminder follows appropriate routines to support children's personal health. For example, she reminds children to wash their hands and provides them with regular drinks and healthy snacks. Children behave well. The childminder acts as a good role model, helping children learn how to play fairly.

p.3

Outcomes for children require improvement

Children make adequate progress for their age. They are confident and proud of their achievements. For example, they clap their hands and congratulate themselves as they complete a game. However, not all activities provided by the childminder are sufficiently challenging to prepare children fully for the next stage in their learning.
