This provision is good
Children make good, steady progress in their learning. They are curious to explore and motivated to try out ideas. Children are well prepared for their next stages of learning. Leaders and managers have a strong desire to implement further improvements and have high expectations for all staff, children and the quality of the setting. Self- evaluation is effective in helping staff to identify and work on areas of development. Staff are kind, caring and know their key children well. They ensure that children enjoy and achieve, and effectively tailor their planning to meet each child's needs. Staff interact skilfully with children during activities to help them gain skills in all areas of learning, particularly in their communication and knowledge of the world. Children behave well and learn to respect one another. Staff are positive role models and ensure children gain true understanding of the importance of diversity.
p.1
This provision is good
Partnerships with parents are strong. Staff involve them fully in their children's learning, to ensure consistency in meeting children's development and care needs.
p.1
It is not yet outstanding because:
Leaders are still at an early stage of embedding monitoring systems fully, to enable them to measure precisely the progress of different groups of children and to help them to gain a deeper understanding of any emerging gaps in learning. At times, staff do not always engage younger children fully at group times to help maintain their attention and focus, so they benefit from all learning opportunities.

What the setting needs to do to improve further
To further improve the quality of the early years provision the provider should:

Inspection activities
The inspector observed teaching and learning both inside and outdoors. The inspector spoke to parents to gain their views and experiences of the setting. The inspector spoke with children and staff at appropriate times during the inspection and held a meeting with the provider. The inspector carried out a joint observation with the manager. The inspector looked at a sample of the children's learning records, staff observations and planning, and a range of policies and documentation, such as suitability of staff and safeguarding procedures.
p.2
Effectiveness of the leadership and management is good
Safeguarding is effective. Staff have a firm knowledge of how to protect children from harm and what to do in the event of a concern about a child's welfare. There are a range of policies and procedures to support effective practice, which staff follow well. Leaders are committed to raising the quality of the provision and have worked successfully on all previous actions and recommendations. Staff have good opportunities for continued professional development and leaders evaluate the impact of staff enhancing their skills and knowledge on the positive outcomes for children. For example, staff have attended training on planning and observation, to help them identify and address children's next steps in learning.
p.3
Quality of teaching, learning and assessment is good
Children have access to a strong early education. Staff skilfully extend children's learning, particularly in communication. For example, children engage in role-play activities based on traditional stories, while staff use a range of questions and props to support children of all ages to join in. Staff plan exciting and relevant learning experiences both inside and outdoors. Children have opportunities to gain skills across all areas of learning, such as when using the garden. For example, when outdoors, children use toy ducks in rain puddles and sing familiar counting rhymes. Staff reflect in detail on children's learning, and encourage parents to share their knowledge of what their children know and can do, to help staff assess children's development.
p.3
Personal development, behaviour and welfare are good
Children settle quickly and show a strong sense of belonging. Staff are kind and meet all children's needs sensitively. Staff value the importance of building strong links with the community and other professionals, to support continuity in children's learning. Key persons help children to gain confidence and develop secure attachments. Children learn about the importance of living a healthy lifestyle. For example, they enjoy a range a healthy snacks and staff talk to children about the benefit of eating fruit and vegetables. The setting is safe and staff implement thorough risk assessments to help reduce any hazards. Children learn about keeping themselves safe. For example, staff talk about road safety and discuss emergency procedures.
p.3
Outcomes for children are good
All children make steady progress from their starting points. They develop clear communication skills and become independent learners. For example, children make choices about what resources to play and share with friends. Children develop many skills they need for their future learning and are well prepared for school.
