This provision is inadequate

 The childminder does not meet all the requirements of the Early Years Foundation Stage or the Childcare Register.  The childminder knows that she must notify Ofsted of changes in the household but has failed to provide details of all adults over the age of 16 years who live at the premises.  Not all household members have completed suitability checks, including Disclosure and Barring Service checks, as required.  The childminder does not use her observations and assessment of children's learning effectively to identify any gaps in children's learning. She does not give children the extra support they need. Children do not make adequate progress from their individual starting points and are not sufficiently prepared for their future learning and school.  Parents do not receive an accurate picture of where their children are in their learning. The childminder fails to work with parents to seek outside professional support to

improve outcomes for children.  The childminder does not use self-evaluation effectively. She fails to identify any weaknesses in her practice.

p.1

It has the following strengths

 The childminder teaches children how to behave positively. Children learn to take turns and share resources, and how to value and respect their friends.  The childminder provides some enjoyable outdoor play experiences for children.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Due Date

 ensure that all adults over the age of 16 years who live at the childminding premises are suitable to be present with children and ensure that they complete a Disclosure and Barring Service check 27/05/2016

p.2

p.2

Due Date

 ensure planning is used effectively to tailor activities and experiences to children's individual needs and to target gaps in their learning. 10/06/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make effective use of ongoing self-evaluation to identify breaches in requirements and weaknesses in practice, and take appropriate action to improve outcomes for children.

p.2

Inspection activities

 The inspector spoke to children and the childminder at appropriate times during the inspection.  The inspector observed the quality of teaching and the impact this had on children's learning.  The inspector took account of parents' views, provided in writing, on the day of the inspection.  The inspector and the childminder evaluated the effectiveness of an activity together.  The inspector checked evidence of the suitability of the childminder, looked at a selection of children's records and safeguarding procedures, and discussed the childminder's self-evaluation process.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder does not meet all the requirements of the early years foundation stage. She fails to safeguard children's welfare adequately. She has not kept Ofsted informed of changes to her household members, as required. The childminder has completed some training since registration. For example, she has gained a level 3 childcare qualification and has used some of her improved knowledge to build on children's outdoor learning experiences. However, she has not used all the skills she learned to improve outcomes for children The childminder assesses the quality of her practice but fails to identify and target areas of weakness, to improve the provision.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder makes some observations and assessments of children's learning. However, she does not use the information gained to accurately identify where children are not making typical progress. She fails to plan effectively to close gaps in children's learning. The childminder does not ensure that parents are provided with accurate information about children's progress, or ensure that children receive the additional support they need. This means that not all children make sufficient progress, in readiness for their next stage in learning. The childminder provides easily accessible resources for children to use. For example, children enjoy the sensory experience of mixing paint using their hands.

p.3

Personal development, behaviour and welfare are inadequate

The childminder has not ensured that suitability checks are made for all members of her household, which compromises children's welfare. The childminder supervises children adequately in her home and on outings. Children are confident in the childminder's care and develop appropriate relationships with the childminder, and with each other. Children learn some routines that support their physical skills. For example, they enjoy opportunities to play outdoors in the childminder's garden. Older children learn appropriate hygiene routines through daily practices, so that they can manage these independently.

p.3

Outcomes for children are inadequate

Not all children make typical progress for the age. They do not all receive the support they need to make adequate progress in their learning, particularly in their communication and language development. Children gain some useful skills to support their future learning and show willingness to learn. For example, children develop some social skills as they play together and learn how to respect and value their friends.
