This provision is inadequate
The quality of care and children's learning experiences has declined since the last inspection. Ofsted issued a Notice to Improve when it visited earlier this year, however, insufficient action has been taken and breaches of requirements remain. The provider fails to ensure that children's welfare is safeguarded. They do not meet all requirements of the Early Years Foundation Stage or the Childcare Register. Staff whose suitability has not been checked are left unsupervised with children. Poor practice puts children's welfare at significant risk of harm. The manager and staff do not supervise children adequately. Staff fail to follow procedures to ensure the safe movement of children around the nursery. Procedures do not take adequate account of children's ages and abilities, routines, and the premises. There have been two recent incidents when children have been left unsupervised. The provider fails to ensure that the manager and staff identify potential safety hazards

and take effective action to minimise the risks to children. The provider and manager do not check staff's understanding of their roles and responsibilities. The manager does not ensure that parents know who their children's key person is. She fails to ensure that parents receive information about their children's progress. Staff do not work with parents to help them to extend their children's learning at home.
p.1
It has the following strengths

Inspection activities
The inspector spoke to staff, children and the manager at appropriate times, and observed activities in the indoor and outdoor play areas. The inspector took account of the views of parents spoken to on the day of the inspection. The inspector toured the parts of the setting that are used by children. The inspector checked evidence of the suitability of the staff team, looked at a selection of children's records, and discussed safeguarding procedures and the self-evaluation process. The inspection was carried out following the risk assessment process.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider and manager fail to carry out their roles adequately. They do not ensure that the provision meets the needs of the children and that practice helps to keep children safe. Significant weaknesses in practice were found during the inspection. For example, poor deployment led to a new member of staff, who had not completed a Disclosure and Barring Service check being left unsupervised with children in the garden. Staff do not recognise potential risks to children's safety. During the inspection, staff left potentially harmful substances unguarded, where children could easily access them. Following recent incidents when one child was locked inside the setting unsupervised and another locked outside the setting, staff have been reminded to do regular head counts to ensure all children are present at all times. However, the procedures have not been reviewed and insufficient regard is given to children's ages,

abilities, routines and the physical layout of the premises. The potential for a similar incident to occur remains. Some staff have recently completed safeguarding training and all have a suitable awareness of the action to take in the event of a concern about a child's well-being.
p.3
Quality of teaching, learning and assessment requires improvement
Staff make observations and assessments of children's learning, to check their progress, but they do not share this information with parents. Staff plan some purposeful play activities and generally children make adequate progress. Staff follow the advice of outside professionals to support children who have special educational needs. Most staff engage with the children and support their communication and language development adequately.
p.3
Personal development, behaviour and welfare are inadequate
The provider, manager and staff do not support children's welfare effectively. Staff do not know where children are at all times, particularly when children are moving between the nursery and the outside play area. The weaknesses in risk assessment also compromise children's well-being. Staff do not share information with parents so that they know who their children's key person is. Parents do not know what their children are learning, the progress they are making or how they can support them at home, in readiness for the move to school. Children have some positive learning experiences. They behave well and play cooperatively. Staff teach them to share toys and resources.
p.3
Outcomes for children require improvement
Children gain some early reading and writing skills, and they develop their social skills as they build friendships. Children are motivated in their play and can choose toys and resources that interest them independently.
