This provision is inadequate

 Children are not sufficiently safeguarded. The childminder has not provided evidence that valid public liability insurance is in place. She does not keep a written record of accidents or injuries or of the treatment provided. The childminder does not keep a written record of medicine administered to children.  The quality of teaching is poor. The childminder does not observe children and assess their progress effectively. Children's next steps in learning are not clearly identified. Consequently, planned activities have no focused objective and do not meet the learning needs of individual children.  The childminder does not engage children in learning effectively. Children are inactive, as the childminder does not provide purposeful activities and resources that interest individual children.  The childminder does not successfully engage parents in guiding and supporting their children's learning. She does not inform parents about their children's progress and

learning experiences effectively enough.  The childminder does not display her certificate of registration.  Self-evaluation is not used effectively enough to maintain the improvements the childminder has made since the last inspection or to identify and address weaknesses in the provision.

p.1

p.2

Due Date

 use self-evaluation effectively to maintain improvement, identify weaknesses and to take action to improve the quality of the provision.

p.2

Inspection activities

 The inspector viewed areas of the home that are used for childminding.  The inspector spoke to the childminder and children at appropriate times throughout the inspection.  The inspector looked at policies and a range of other documentation, including evidence of the suitability of household members and evidence of the childminder's training in paediatric first aid.  The inspector observed children's activities and discussed children's learning with the childminder.

p.3

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are ineffective. The childminder has a poor understanding of the safeguarding and welfare requirements. She can describe how she would recognise the signs of possible abuse and neglect, and knows the procedures to follow if she is worried about a child's welfare. However, the childminder does not meet the requirements for the administration of medicines and does not record accidents and injuries appropriately. Documents to prove the childminder has public liability insurance are unavailable and she does not display her registration certificate. The childminder reflects on her practice to some extent. However, she has not fully addressed the recommendations from the last inspection or identified where requirements are not being met, indicating a limited capacity to improve.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not gather sufficient information on entry to make an accurate assessment of children's starting points or achievements. She is failing to observe and assess children's skills, knowledge and understanding. As a result, there is no systematic or purposeful planning to support children's learning. Resources are limited and do not always reflect the interests of the children. This means children are not interested, motivated or engaged in activities. Therefore, children are not appropriately supported in moving on to their next stages of development. The childminder keeps parents informed about their child's daily care through regular verbal feedback and text messaging. However, she does not engage and support parents in being involved in their child's ongoing learning and progress effectively.

p.4

Personal development, behaviour and welfare are inadequate

Guidance from other professionals has not been taken full account of to help improve the provision. There are no targeted plans in place to support children's learning, including those with special educational needs or disability. The childminder is developing a range of strategies to manage children's behaviour. Children behave well. However, the childminder does not fully consider the consequences of allowing young children to watch films that are not age-appropriate. Children's emotional well-being is fostered adequately. The childminder shares warm relationships with the children. She takes children to a wide variety of groups and local attractions to help them develop their social skills. Children play outside and are taken to local parks and woodland. She provides healthy snacks and drinks. This contributes to children's physical development and well-being. The childminder encourages children's independence.

p.4

Outcomes for children are inadequate

Children do not make good enough progress. Poor assessment systems mean that some gaps in development are not identified. Children are not provided with opportunities to succeed in areas of learning where they are capable of making good progress. As a result, children are not acquiring some of the basic skills they need to be prepared for the next stage of their learning, including school.
