Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The provider does not always use robust recruitment procedures to ensure that staff are suitable for their roles.  The provider and managers have not accurately identified areas of the provision that require improvement. For example, new staff lack support and guidance to improve their personal effectiveness, which results in inconsistent teaching.  The provider does not monitor groups of children's progress to ensure support helps them quickly catch up with their peers.  Staff do not always give children enough time to answer questions, think and process their thoughts or express their ideas.

p.1

It has the following strengths

 Staff meet children's care needs well. They ensure the premises are secure, provide nutritious snacks and all children have daily opportunities outside in the fresh air.  Staff are welcoming, very kind and reassuring. Children are happy during their time at nursery. They play enthusiastically with their friends and are sociable.  The provider, mangers and staff build strong partnerships with parents and work effectively with other professionals. They keep parents well informed about their children's progress and offer plenty of advice to support children's learning at home.

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

Due Date

 implement rigorous recruitment procedures consistently to ensure the suitability of staff working with children 01/07/2016

p.2

Due Date

 provide effective support for new staff so all staff work together to provide good-quality teaching and learning experiences that challenge and extend children's learning. 01/07/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 use evaluation more accurately to identify where improvements are needed to ensure the effectiveness of recruitment arrangements and to improve outcomes and learning experiences for children  precisely monitor children's achievements, including for those that receive additional funding, to ensure any gaps in their learning close and they catch up quickly with their peers  improve staff's interactions with children to extend their thinking, reasoning and speaking skills.

p.2

Inspection activities

 The inspector observed children and staff indoors and outdoors.  The inspector carried out a joint observation with the manager.  The inspector spoke to staff about their understanding of child protection, safeguarding and first aid.  The inspector spoke to parents and took account of their views.  The inspector sampled documentation, including policies and children's records.

p.2

Effectiveness of the leadership and management requires improvement

The provider does not follow a suitably robust recruitment procedure. For example, she does not complete thorough interviews or always take-up valid references for all staff. Nonetheless, the provider obtains the required Disclosure and Barring Service check to help ensure staff suitability. She ensures staff know what to do if they have concerns about a child, to protect their welfare. Safeguarding is effective. The provider and managers encourage staff to undertake some training. For example, they have used new knowledge to build children's self-esteem and help them to manage their behaviour. The deputy manager has recently introduced staff reviews to discuss individuals' performance. However, support for new staff does not yet ensure consistently good teaching practice.

p.3

Quality of teaching, learning and assessment requires improvement

The provider and manager do not accurately monitor the support for children that receive additional funding. For example, they do not ensure any gaps in children's learning are closing quickly so they catch up with their peers. Staff supervise children well and some teaching is good. Staff introduce new language to children. For example, as they explore water, staff talk about 'pouring' and 'splashing'. Staff help older children identify features of animals, such as stripes and long necks, and then help children to draw what they see. However, at other times, teaching is less effective. For example, sometimes staff ask children too many questions and do not give them time to think and respond with their thoughts and ideas. Experienced staff do not always work closely with new staff to organise group activities. Some children taking part in activities, such as singing and story, time lose focus because other activities disrupt their concentration.

p.3

Personal development, behaviour and welfare require improvement

Overall, staff promote children's physical health well and successfully develop their sense of well-being. However, although the provider and managers ensure the premises are secure and keep accurate records of children's attendance, the gaps in recruitment practice mean they do not fully promote children's welfare. Staff have improved the play experiences outdoors to further promote children's good health. In addition, they have reorganised mealtimes so that children sit with staff and other children to enjoy opportunities to talk with their friends and practise using good manners.

p.3

Outcomes for children require improvement

Overall, children make steady progress in their learning and develop a range of skills for their move to school. Children grow in confidence as they make choices about what to do. They play cooperatively and learn to share and take turns. Children develop the physical skills needed for later writing. Those learning English as an additional language develop a sound understanding of English and an interest in books.
