Outcomes for children Requires improvement

p.1

This provision is inadequate

 There is a breach of legal requirements that has a significant impact on the safety and well-being of children. The daily record of children's names, ages, days and times of attendance is not maintained accurately by the childminder.  The childminder does not consistently incorporate the next steps she identifies for children's learning into the experiences and activities she provides.  Children are not always supported to adapt their behaviour and engage fully with what is happening next in the daily routine.

p.1

It has the following strengths

 The childminder is skilled in describing what is happening and modelling language as children play. This helps children to develop their understanding and their speaking and listening skills.  The childminder focuses on building close relationships with children. Children develop warm, close relationships with the childminder. This promotes their emotional well- being and helps to reinforce children's sense of belonging.  The childminder takes reasonable steps to establish good partnership working with parents. The systems that have been developed help to promote regular communication. Information is shared to provide children with consistency and continuity in their care and learning.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 maintain an accurate daily record of the names and ages of the children being cared for on the premises and their hours of attendance. 17/05/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make better use of the next steps identified for individual children's learning and development, to increase the potential for children to make good, and better, progress  help children to be more prepared for what will happen next in the daily routine, so that they begin to understand and cooperate more with boundaries and routines.

p.2

Inspection activities

 The inspector discussed children's learning with the childminder following the observation of an activity.  The inspector held discussions with the childminder at appropriate times during the inspection. She viewed all areas of the home used for childminding and observed activities, speaking to children at appropriate times while they played.  The inspector looked at children's observation records, planning documentation and a range of other documentation, including policies and procedures.  The inspector looked at evidence of self-evaluation and took account of the written views of parents.  The inspector checked evidence of the childminder's qualifications and the suitability of adults living on the premises.

p.2

Effectiveness of the leadership and management is inadequate

The childminder is aware of the signs and symptoms that indicate that children may be at risk of abuse. She understands the procedures to follow in the event of any safeguarding concerns. However, the arrangements for safeguarding are ineffective. The childminder does not ensure all legal requirements are continuously met. For instance, she does not maintain an accurate record of children's hours of attendance. This practice compromises children's safety and welfare. The childminder lacks understanding of the significant importance of monitoring children's attendance on a daily basis, or keeping an accurate record of when children have been in her care. The childminder uses self-evaluation to reflect on her practice. She has identified some areas for improvement in her practice. However, she has been ineffective in ensuring that all legal requirements are met. This lack of understanding means children's safety and well-being cannot be assured.

p.3

Quality of teaching, learning and assessment requires improvement

The childminder has a sound understanding of the learning and development requirements. The childminder uses her own observations and information about children's learning from parents to understand their abilities on entry. The childminder utilises this information to establish where children are in their development and to identify initial learning priorities. She regularly plans which activities she will provide next for children. However, the childminder occasionally focuses on resources or activities she will provide next, rather than precisely on what children need to learn next. This means children are not consistently provided with the highest levels of challenge in their learning to help them make good, or better, progress. The childminder's interactions with children are generally good and she has an awareness of how to respond to their daily interests and needs.

p.3

Personal development, behaviour and welfare are inadequate

The childminder has taken reasonable steps to identify and manage risks and hazards in her home. She completes risk assessments of any potential hazards. She makes daily checks to ensure they are minimised. However, other weaknesses in the leadership and management of the provision mean that the safety and well-being of children are compromised. Children make independent choices about their play and have access to a wide range of toys and equipment. However, they are not always sufficiently prepared for changes in the daily routine. This means that children do not always have time to adjust their behaviour for different situations. In addition, toddlers are not fully supported to engage with what comes next. Children have access to daily opportunities to experience fresh air and participate in physical exercise in the childminder's garden.

p.3

Outcomes for children require improvement

Children are learning through their play. They are making reasonable progress from their starting points. However, the quality of teaching and assessment requires improvement, in order that children have the opportunity to make at least good progress. Children gain confidence, self-awareness and an understanding of their own needs. They demonstrate a 'have a go' attitude to their learning. Children's speaking and listening skills are supported. The childminder chats to children about what they are doing as they play. Children learn to make sense of their own actions and are motivated to keep on trying. Children are being helped to gain some of the necessary skills and knowledge they will need to be ready for the move on to nursery or school.
