This provision is inadequate

 The childminder has failed to notify Ofsted of the assistant currently working with her. She is unable to demonstrate this assistant has undertaken the required suitability checks and has not ensured that she obtains a valid first-aid qualification. This is also a breach of the Childcare Register and compromises children's safety.  The childminder does not supervise or monitor the work of her assistants effectively. This has a negative impact on children's learning and development opportunities.  Children do not receive adequate care and learning opportunities to meet their individual needs, including children with special educational needs. The childminder fails to work effectively in partnership with parents, professionals and staff at other settings children attend, to promote children's learning and development.  The childminder does not manage behaviour adequately. This is also a breach of the

Childcare Register. Children do not have clear messages about expectations. They do not learn how to manage their feelings or how their behaviour affects others.  Children do not make sufficient progress from their starting points. The childminder does not use information gained from her assessments and observations effectively to plan challenging experiences for what children need to learn next.  Self-evaluation is poor and does not identify or tackle weak practice.

It has the following strengths

 Young children enjoy singing songs with the childminder and joining in with the actions.

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 implement an effective system for self-evaluation to identify strengths and key weaknesses, and to clearly target areas for development in order to improve outcomes for all children.

p.2

Inspection activities

 The inspector and the childminder discussed the systems she uses to observe and assess children's progress, and the documents she uses to support her work.  The inspector completed observations of children as they were engaged in activities with the childminder.  The inspector looked at the rooms, garden and resources the children use.  The inspector discussed how the childminder has met the actions and recommendations set at the last inspection.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder has failed to inform Ofsted of one of her assistants. She is unable to show that her current assistant has completed a Disclosure and Barring Service check and has not ensured she holds a valid first-aid qualification. This puts children's safety and welfare at risk. The childminder does not supervise or monitor the work of her assistant. The assistant is not clear about her role in meeting children's needs. The childminder does not know how to manage children's behaviour adequately to meet each child's care and learning needs. She does not evaluate her service adequately to recognise key weaknesses that result in breaches of requirements. The childminder has a friendly partnership with parents and shares information about children's routines. However, she fails to share important details about children's needs with parents and does not use the information from other professionals to help children who need extra support

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not monitor children's learning adequately and her observations and assessments are limited. She does not use the information to plan effectively so children make the progress they should. The childminder has a poor understanding of providing sufficient challenge to meet each child's learning needs. She is often distracted from supporting young children's developing skills and experiences by the poor behaviour of others. During the inspection, she had to leave young children to play on their own and, later, she had to stop reading to them while she tried to deal with other children's disruptive behaviour. The childminder's lack of skills in managing challenging behaviour has a detrimental effect on the learning opportunities for all children, including those with special educational needs.

p.4

Personal development, behaviour and welfare are inadequate

Children do not learn how to manage their own behaviour. They do not understand the consequences of their disruptive actions on others or respect the childminder and each other. The childminder does not understand her role in meeting each child's emotional needs and demonstrates weak behaviour management. For example, during the inspection, she deliberately told children their parents were coming to collect them, when they were not due to arrive, and gave them new toys to distract their disruptive actions. This gives children mixed messages and does not promote their understanding of acceptable behaviour. The childminder fails to work in partnership with other settings children attend. She does not share information to help ensure consistency in their care and learning. The childminder checks her home is safe for children and has made recent changes to the school run to keep them safe. She keeps the required information about

each child, including the emergency contact details.

p.4

Outcomes for children are inadequate

Children do not gain the important skills necessary for future learning, including those with special educational needs. They do not receive the support they need to build their communication and language skills or learn how to behave appropriately towards others.
