This provision is inadequate

 Children's welfare and safety are not assured. Ratios of staff to children are not maintained at all times and the indoor space requirements are not met. This results in poor quality care and education and the children's safety being compromised.  The use of risk assessment is weak. All hazards are not identified in the outdoor area and actions taken to minimise and manage any risks identified are not always effective. Therefore, the children's safety is not assured at all times.  There is not a suitably qualified deputy to take charge in the manager's absence. Furthermore, there is confusion amongst the staff about their own roles and responsibilities and those of others.  The quality of teaching and use of assessment is inconsistent and, on occasions, inadequate. All parents are not kept up to date about their children's progress and development.  The leadership and management team is ineffective. Systems to manage staff

Inspection activities

 We carried out this inspection as a result of a risk assessment, following information we received about this provider.  The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning.  The inspector held a meeting with the provider and the acting manager.  The inspector looked at relevant documentation, such as the nursery's self-evaluation and evidence of the suitability of staff working in the nursery.  The inspector looked at parent feedback surveys and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

Arrangements for safeguarding are not effective. Children's welfare and safety are significantly compromised. Meeting the safeguarding and welfare requirements and keeping children safe are not given adequate priority. Ratios of staff to children are not maintained at all times in the nursery and the club. Furthermore, the space available indoors for the number of children attending the nursery is inadequate. This results in a room that is overcrowded and staff are not able to meet the individual care and educational needs of children and ensure their safety at all times. Children have recently moved from the permanent room to this room due to building works. Staff have not carried out a thorough risk assessment of the outdoor area and steps taken to minimise identified risks in some areas are ineffective. For example, staff have not adequately restricted access to some parts of the outdoor area to prevent children using the areas

they cannot supervise. There is not a named deputy in place who is qualified and able to take charge in the absence of the manager. Roles and responsibilities are not clearly defined and, as a result, there is confusion amongst the staff team about who is in charge in the absence of the manager. Systems to monitor the quality of the nursery and the managing of staff underperformance are weak and the children's attendance registers are not available for inspection. The leaders have not identified the training needs of all staff and provided coaching to help them to improve. As a result, teaching and the use of assessment information is inconsistent and, on occasions, inadequate.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of teaching is seriously hampered when the ratios of staff to children are not maintained. Furthermore, the range of resources available in the restricted space also has a negative impact on the quality of teaching and learning. Therefore, teaching is inadequate during these periods. On the occasions when the required staff ratios are maintained and the number of children limited, the quality of teaching, although variable, is not inadequate. Staff do not consistently identify all children's levels of achievement and this information is not used to plan effectively to help them make enough progress. Therefore, the quality of teaching is not consistently good enough.

p.4

Personal development, behaviour and welfare are inadequate

Children's welfare is significantly compromised because of the poor safeguarding and welfare practice. Ratios of staff to children and space requirements are not met. As a result, children's care needs and emotional well-being is not given adequate priority and their safety is not always assured. Staff build secure relationships with children over time and children are encouraged to share how they are feeling. Children's behaviour is mostly good. However, during periods of overcrowding, children's behaviour becomes more difficult to manage. Staff follow the topics undertaken at the school nursery to help reinforce learning. For example, children have been learning about their own and others' families and learn to respect differences. Children begin to learn about keeping healthy through topics and discussion and know what rules are in place for their safety.

p.4

Outcomes for children are inadequate

All children are not making consistently good progress and outcomes for children are inconsistent. Consequently, not all children are well prepared for school or their next stage of learning. When space and staffing arrangements are met, many children show sustained levels of interest and enjoyment. They enjoy the activities provided, cooperate and enjoy adopting roles in the role play area. Children who have special educational needs are settled and enjoy their time at the club.
