This provision is inadequate

 The provider has not supplied Ofsted with relevant information about new committee members to enable full suitability checks to be completed.  Less-experienced staff occasionally overlook opportunities to ask probing questions, to extend and challenge children's knowledge, understanding and thinking skills as they play.

p.1

It has the following strengths

 Staff effectively support children. They have a good understanding of each child's interests and personality. Staff complete regular observations and assessments of the children. They use these successfully to identify and plan for next steps in their learning and to check that they are making good progress.  Children have fun and enjoy exploring the activities and resources provided. They are happy, settled and demonstrate that they feel safe and emotionally secure.  Staff plan a good range of experiences that successfully broadens children's understanding of the local community and wider world. Children purchase produce at the local shops, visit the community park and enjoy spring nature walks. They use chopsticks to sample Chinese foods and they participate in Diwali celebrations.  The manager and staff develop strong partnerships with parents, other professionals and providers. Good channels of communication are maintained, ensuring that all

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

 provide Ofsted with information about new members of the management committee, including details about Disclosure and Barring Service checks to enable full vetting processes to be completed. 30/06/2016

To further improve the quality of the early years provision the provider should:

 use questioning more effectively to stretch and enrich children's knowledge, understanding and thinking skills.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning.  The inspector completed a joint observation with the manager.  The inspector held a meeting with the manager and chairperson from the committee. She looked at relevant documentation, such as the playgroup's self-evaluation and evidence of the suitability of staff working in the playgroup.  The inspector spoke to some of the parents during the inspection and took account of their views.

p.2

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are ineffective. Ofsted was initially advised of proposed committee member changes. However, required procedures to ensure all committee members are suitable for their role and responsibilities were not completed as requested by Ofsted. In the meantime, committee members have made decisions about the provision which have an impact on the children, such as the recruitment of new staff. The manager and staff maintain a safe environment. They are fully aware of the signs and symptoms of abuse and neglect and demonstrate a clear understanding of how to report a concern. Staff demonstrate enthusiasm and work well together as a team. They are qualified and willingly participate in ongoing training opportunities. This is reflected in the good quality of care and teaching provided. The manager has a clear insight into the staff's individual skills. The staff team consistently reflects on their practice.

p.3

Quality of teaching, learning and assessment is good

Children eagerly enter the pre-school room at the start of the session and develop positive friendships with their peers. Children serve one another in the shop and learn to use tape dispensers as they wrap their parcels. They work together to create constructions using the large wooden blocks and demonstrate pride in their achievements. Children concentrate as they paint and confidently identify different colours. They use tools, such as paint brushes and dough cutters, with growing precision. Children communicate with growing confidence and willingly participate in planned group activities. They enthusiastically sing rhymes, participate in movement sessions and intently listen to stories. Children repeat familiar phrases and talk about the story. Staff support children to count and to recognise written numerals.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management mean that some aspects of children's welfare are not fully assured. In other respects, children quickly develop close bonds with their key person and other members of staff. They confidently make decisions about what they would like to play with and are encouraged to do things for themselves. Children behave well. They learn to share, take their turn and to listen to their friends' thoughts and opinions. Since the last inspection, staff have worked hard to improve outdoor learning opportunities in the fresh air. Children use magnifying glasses to view the snails and experiment with the magnetic monkeys. They climb the steps of the playhouse before descending on the slide and enthusiastically pull their friends in the rickshaw. Children enjoy healthy food options and follow appropriate hygiene practices.

p.3

Outcomes for children are good

All children, including those who speak English as an additional language and children who have special educational needs or disability, make good progress in their learning and development in relation to their starting points. They are developing key skills and a positive attitude to learning in readiness for school. Older and most-able children write their name and can link sounds to letters, naming and sounding letters of the alphabet.
