This provision is inadequate

 The provider has failed to notify Ofsted about a change of manager and recent changes to committee members. Furthermore, Disclosure and Barring Service checks have not been carried out for all committee members to confirm their suitability.  The correct staff-to-child ratios have not been maintained at all times. The manager has failed to recognise that the process she uses to establish how many staff are needed to work with the children each session, is not always effective. Furthermore, staff do not always deploy themselves well so that they can effectively respond to children's needs and interests.  Staff do not make best use of observations and assessments to identify next steps in children's learning that challenge their abilities and sustain their interest.  The manager is regularly included in ratios when caring for children. This prevents her from effectively monitoring staff practice and providing clear support to raise the quality

of their teaching to a good level. Monitoring of children's progress is also in the early stages of development. Gaps in children's learning are not yet quickly identified to ensure every child is making good progress.

p.1

It has the following strengths

 Staff provide a friendly, welcoming and well-resourced environment. Children develop strong and close attachments with staff.  Children behave well and all staff are consistent in praising their positive behaviour. They encourage children to share and take turns.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

p.2

 ensure deployment of staff is effective at all times so that staff can better support children's interests and guide their learning through positive interactions. 14/08/2016 To further improve the quality of the early years provision the provider should:

 develop the process for overseeing staff performance, providing clearer support to help staff improve the quality of their teaching so that children benefit form consistently good learning experiences  build on the new arrangements for monitoring children's progress to ensure gaps in children's learning are quickly identified and planned for, so that every child makes good progress.

p.3

Inspection activities

 The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning.  The inspector completed a joint observation with the setting manager.  The inspector held a meeting with the setting manager. She looked at relevant documentation, such as the setting's policies and procedures and evidence of the suitability of staff working in the setting.  The inspector spoke to a small selection of parents during the inspection and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

Arrangements for safeguarding are not effective. The provider has failed to notify Ofsted in a timely manner about changes to the committee members. Therefore, the required checks, including those completed through the Disclosure and Barring Service, have not been carried out to determine their suitability for the role. This indicates a lack of efficiency in leadership and management and has a significant impact on children's well- being and safety. The provider has also failed to notify Ofsted, within 14 days, of a change to the manager of the setting. However, staff are fully aware of their responsibility to report any concerns about children's well-being and are confident in their ability to recognise child protection issues. The manager has recently begun to develop a process to monitor all children's progress, in order to identify any gaps in individual or groups of children's learning. In addition, monitoring of staff practice through supervisions and staff

appraisals is beginning to take place. However, these systems are not yet fully effective in improving the quality of teaching and children's learning to a good standard. The manager and staff have reflected on some of the settings weaknesses, and include the views of parents and children in their plans for improvement.

p.4

Quality of teaching, learning and assessment requires improvement

Despite staff's qualifications, the quality of teaching is not always good enough to ensure children make consistently good progress. Staff interactions with children are sometimes interrupted by routine tasks and at other times all staff are focused in one area, while children are playing play in another area. Children are, therefore, not always effectively supported by staff to engage in purposeful play experiences, which build on their interests and extend their skills. However, when staff do have time to spend with the children, they offer some good learning experiences. Assessments of children's progress not used well enough by staff so that they fully understand children's abilities. They are also not used to plan consistently challenging experiences to effectively support and extend each child's learning and development. Children are keen to be involved in sensory activities. They enjoy being creative with glue and paper to create papier mache models. Staff leave the

activity out so the children can return to it at their leisure to reinforce some prior learning. Staff regularly exchange information with parents about children's daily experiences and care routines, so they have some understanding of their child's activities throughout the day.

p.4

Personal development, behaviour and welfare are inadequate

People in a position to influence decisions that affect children's safety and well-being have not had their suitability verified. This puts children's well-being and welfare at risk. Following a recent influx of children, the manager has failed to maintain the correct adult- to-child ratio in some sessions. This results in staff not being able to provide children with quality care and learning experiences during these times. Nevertheless, other aspects of children's welfare are suitably promoted. Children relate well to staff and are confident in the setting. They separate happily from their parents on arrival.

p.4

Outcomes for children require improvement

Children, including those who receive funding, are not yet making good progress from their starting points. Children are developing some literacy skills. Older children are attentive and listen to stories. They are beginning to recognise their own name when they self-register. Children's physical development is good. They move well and gain good control and coordination of their bodies as they climb, balance and slide on the indoor equipment. When effectively engaged by staff, children have a positive attitude to learning. Children are, therefore, developing some appropriate skills in readiness for school.
