This provision is inadequate

 The management team does not organise staff or the key-person system adequately to meet children's individual needs. Staff lack a clear understanding of their role, particularly in supporting new children when they start attending, to develop secure emotional attachments. This weakness prevents staff from interacting with other children effectively to extend and challenge their learning.  Behaviour management is weak. Staff do not support children to learn the difference between right and wrong effectively. This is also a breach of the Childcare Register.  Staff do not ensure that they plan sufficient age-appropriate activities and exciting and interesting resources to consistently challenge and extend children's learning.  The management team does not monitor staff practice effectively to improve the quality of teaching. It does not provide staff with enough opportunities to undertake further professional development, including training, to help them build their skills and

improve outcomes for all children.  Children do not make adequate progress. Staff do not use their assessments of children's learning effectively to monitor their progress and identify and plan for the next steps of learning for each child.  Self-evaluation is not used adequately to identify and tackle weaknesses in practice.

p.1

It has the following strengths

 Children develop independence and build on their communication skills as they play.

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 implement an effective self-evaluation process to accurately assess the strengths and weaknesses of the provision, and to identify and tackle weaknesses in teaching to ensure children receive consistently good-quality learning experiences.

p.2

Inspection activities

 This inspection took place following the risk assessment process.  The inspector spent the morning observing the children in the nursery and conducted a joint observation with the manager in the garden.  The inspector sampled children's information and development records.  The inspector held discussions with the manager and staff.  The inspector talked to parents to obtain their views about the nursery.

p.3

Effectiveness of the leadership and management is inadequate

The management team fails to support staff adequately through ongoing supervision. Staff have attended mandatory safeguarding and first-aid training. However, there are no other opportunities for professional development to ensure staff acquire the skills they need to raise the quality of teaching. The management team does not make accurate assessments of the quality of the provision. It has not identified and tackled key weaknesses leading to breaches in requirements, or recognised the negative effects of these on children's care and learning. Safeguarding is effective. Staff understand what to do if they have a concern about a child's welfare. Staff assess and minimise risks effectively to ensure children play in a safe and secure environment.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not have a secure knowledge of how children learn and do not provide enough challenge to extend children's learning adequately. Staff make some observations and assessments of children's development. However, the information gained is not sufficient to enable staff to plan effectively to meet children's individual needs. There is a range of Montessori resources and equipment indoors, although other resources to support children's learning experiences are sparse. Due to the poor organisation of staffing arrangements, staff do not have sufficient time to interact with children to extend their learning and support their emotional needs. Some children independently explore outdoor resources together. For example, they spontaneously experiment how to carefully pour water between containers and transfer it around the garden.

p.4

Personal development, behaviour and welfare are inadequate

The key-person system is not used effectively to meet each child's needs. Staff do not provide sufficient support to help new children develop secure emotional attachments to ease the separation from their parents. During the inspection, staff tried unsuccessfully to comfort a number of new children at the same time. This prevented staff from providing good-quality experiences for other children. Staff do not consistently support children to manage their behaviour. They do not teach children to behave well and respect each other's feelings. During the inspection, several disagreements occurred between children, including at story time, which resulted in them getting upset. This had a negative effect on their care and learning experiences. There is a suitable partnership with parents, which supports their involvement in the setting. For example, staff share information with parents about their children's day.

p.4

Outcomes for children are inadequate

Children do not gain the important skills they need for future learning and are not well prepared for their move to school. They do not receive effective support to develop their concentration and listening skills in group situations. Not all children's individual needs are met adequately and some children do not behave well. Children do not make the progress they should in relation to others of the same age and stage of development.
