This provision is inadequate
The childminder has not ensured the suitability of all her assistants to work with children. This compromises children's welfare and also breaches the Childcare Register. She has not ensured the assistants inform her of changes that affect their suitability. Risk assessments are not thorough enough to remove hazards in relation to children's safety. This is also a breach of the Childcare Register. The childminder does not have a clear understanding of how to identify the signs and symptoms that cause concern or the procedures for reporting concerns and allegations, to help safeguard children's well-being effectively. The childminder does not follow hygiene procedures and allows children to eat while playing, without washing their hands. This compromises children's well-being. She does not inform parents of the food and drink she provides, to maintain continuity of care. The childminder does not have written statements of procedures for safeguarding and

complaints, or shared these with parents. These are breaches of the Childcare Register. The childminder does not consistently manage children's behaviour or encourage their independence. Children do not develop key skills for future learning. The childminder does not monitor children's progress or plan to reduce gaps in their learning. Self-evaluation is ineffective and the childminder has failed to identify key weaknesses in her practice and how these affect children's care and learning.

Inspection activities
The inspector observed the children and their interactions with the childminder. The inspector viewed children's developmental records. The inspector viewed a sample of the childminder's policies and procedures. The inspector carried out discussions with the childminder and her assistant when appropriate and took the views of children. The inspector discussed the childminder's procedures for working in partnership with parents.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder and her assistant do not know how to identify and report child protection concerns or the procedures to follow in the event of an allegation against them. The childminder does not ensure that her assistants are suitable for their roles or know they must inform her of their ongoing suitability. This compromises children's welfare. Self-evaluation is poor. The childminder has not identified breaches in requirements or areas of weak practice. She provides some feedback to her assistants to help support care routines and ensures they have completed paediatric first-aid training to manage children's accidents.
p.4
Quality of teaching, learning and assessment is inadequate
Children enjoy times when they interact with the childminder directly, such as sharing a book with her. However, children's learning is often passive. For example, the childminder leaves the television on for long periods, which distracts children from their learning. The childminder does not monitor children's progress effectively. She does not have a clear understanding of their development to identify their achievements and plan to reduce any gaps in their learning. This hinders children's progress. The childminder shares information with staff when children attend another setting, to help develop a shared approach.
p.4
Personal development, behaviour and welfare are inadequate
The childminder does not assess risks to children's safety adequately. For example, she does not put all detergents out of children's reach immediately after use or ensure all furniture in the playroom is suitable for children. This has a significant impact on children's safety. The childminder does not promote children's health and hygiene adequately. Children eat snacks while playing and do not learn to wash their hands before touching the food to prevent any risk of cross-contamination. Parents are not informed of the food and drink that the childminder provides for their children, as required. The childminder does not consistently help children to learn to behave well with other children. This does not help them to develop social skills. She does not encourage children to develop independence and manage their personal skills, such as putting their coats and shoes on to go outside.
p.4
Outcomes for children are inadequate
Not enough children are working within the range of development that is typical for their age, given their starting points. They are not well prepared for their next stage of learning and their eventual move to school.
