This provision is inadequate
Leaders do not have robust systems in place for recruitment and to ensure the suitability of staff. They do not make sure the designated safeguarding lead officer has sufficient training to fulfil the role, in order to safeguard children. Staff do not know the procedure to follow, in the event of an allegation being made against them. None of the staff hold an appropriate paediatric first-aid qualification, and procedures for the administration of medication are inadequate. Children's attendance at the nursery is not recorded accurately and some records regarding this are missing. Legally required ratios of staff-to-children are not maintained. The temperature within the nursery is too cold. Teaching is inadequate and children do not make good progress. Planned activities are not matched to individual children's learning needs. Staff fail to make regular observations and assessments of children's learning and development. The re-

deployment of staff regularly interrupts children's play and learning. Parents are not supported to continue their children's learning at home. Leaders do not check staff performance and the quality of their teaching, to enable areas for improvement to be identified. Staff do not receive effective supervision, training and coaching to help improve their performance. Responsibilities are not known to leaders, with regard to the requirements of the Early Years Foundation Stage. They are not familiar with the document that sets standards and regulations they must adhere to. The provider has failed to notify Ofsted of a change of manager and a change in address of the registered person. Leaders also fail to keep a record of complaints.

Inspection activities
The inspector observed activities indoors. The inspector held meetings with the manager and the registered person. The inspector talked with children and staff at appropriate times throughout the inspection. The inspector looked at children's assessment records and the planning documentation. The inspector checked evidence of the suitability and qualifications of staff working with children, and discussed the nursery's self-evaluation. The inspector took account of the views of staff, parents and children spoken to on the day.
p.3
Effectiveness of the leadership and management is inadequate
Arrangements for safeguarding are ineffective. Disclosure and Barring Service checks for some staff have not been carried out. This puts children at risk of harm. Leaders do not make checks regarding staff's previous employment as part of a robust recruitment procedure. The lead practitioner responsible for safeguarding has not received appropriate training, and some staff do not understand the safeguarding policies and procedures. Leaders do not ensure the welfare of the children who attend the nursery and none of the staff hold an appropriate first-aid qualification. Documentation is not maintained as required. For example, leaders do not keep a record of complaints. In addition, for long periods each day, the legally required ratios of staff-to-children are not maintained to meet the needs of all children. This is because staff have dual roles, such as preparing and cooking children's meals and snacks throughout the day. Leaders do not provide support

and supervision to improve the quality of teaching and performance. Furthermore, leaders have failed to inform Ofsted of changes affecting the provision, such as, a change of manager and a change of address for the registered person. Leaders are unable to fulfil their roles and responsibilities with regard to the Early Years Foundation Stage. They do not currently have the capacity to improve the provision.
p.4
Quality of teaching, learning and assessment is inadequate
Children's learning opportunities are regularly disrupted due to the poor deployment of staff. The nursery manager is included in the staff-to-child ratios and has to cook the lunch as the nursery does not employ a cook. Consequently, each day for long periods of time, children of different ages and abilities are grouped together. During these times, staff are unable to provide activities, meeting the needs of different age groups. Staff do not make regular observations or assessments of the progress children make. Staff do not check children's progress over time, to ensure that all children make good progress or that gaps in their learning are acted upon. As a result, children are not sufficiently prepared for their eventual move to school. Planning is broad and the same for all children in the key person's group. Consequently, planned activities do not meet the needs of all children. More-able children do not receive sufficient challenge. Babies become bored as staff fail to

provide activities appropriate for their age and abilities. Partnerships with parents are poor and they are not involved in continuing their child's learning at home.
p.4
Personal development, behaviour and welfare are inadequate
Children's attendance at the nursery is not recorded accurately and some records relating to attendance are missing. The procedure for administering medicine puts children at risk. For example, staff do not record the name of the medicine or the time it should be administered. Children's emotional well-being is not supported because their key person spends too much time away from them carrying out routine tasks. In addition, the temperature in the nursery is too cold. This is because the nursery heating is scheduled to operate during children's arrival and departure times only.
p.4
Outcomes for children are inadequate
Children are not given sufficient opportunities to make good progress and they are not effectively prepared for their next stage of learning.
