children and young people since the most recent full inspection
This home was judged adequate at the last full inspection. At this interim inspection, the home was not judged . The home has not provided care or accommodation for children and young people since October 2014. The registered provider has indicated that the home will not be operational in the immediate future. Should the provider decide to accept referrals, they are required to inform Ofsted of its intention three months before an admission.

The registered provider maintains the building adequately, and ensures regular and appropriate testing of electric and gas services. The public liability insurance is in place and displayed in the office. The building has security alarms in place and an employee visits regularly to ensure that it continues to be safe and secure. During these visits he performs general maintenance and repairs, as suggested by the independent visitor. Maintenance includes testing of the fire alarm system, the central heating and the water supply. This aids in ensuring the safety of the building and water supply. Since the last inspection, the handyman has addressed deficiencies identified by the independent visitor. To improve the safety and security of the home, he has replaced the rear fence and fixed the fire alarm system.

The provider has provided appropriate maintenance for the garden since the last inspection. The bedrooms and communal areas are clean and appropriately decorated. While the building has been unoccupied, the provider has removed most of the furniture. Consequently, the home is not currently equipped to provide a homely environment for children and young people. The provider plans to involve children and young people in selecting some of the furnishings for the home when it is re-opened. The registered provider ensures that an independent visitor checks the building at least once a month, in compliance with Children’s Homes Regulations. The independent visitor provides a copy of their report on these visits to Ofsted, allowing HMCI to monitor the functioning of the setting. The home addresses any issues raised by the visitor, ensuring the safety and security of the location. There is no registered manager in place while the home remains closed. The

What the inspection judgements mean
At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the ‘Inspection of children's homes: framework for inspection’.

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
