This provision is inadequate
Teaching is weak. Staff do not use what they know about children's current achievements to plan activities that support them in their learning and development. As a result, children do not make enough progress. Staff do not encourage children to explore, experiment or build on what they already know and can do as they play. Activities are poorly organised. Younger children find it difficult to join in with group activities as they are not tailored to meet their needs. They distract the older children from their learning. Some staff do not complete mandatory progress checks when children are aged between two and three years. This means they do not identify children who are falling behind early enough or ensure they get the additional help they need. Performance management meetings are not effective. Leaders do not identify how to support staff to improve their practice and do not monitor staff’s progress towards

Children settle well and develop good relationships with the adults caring for them. Children confidently choose and use resources independently.

Inspection activities
The inspector observed the quality of teaching and its impact on children's learning, both indoors and outside. The inspector carried out a joint observation with the nursery supervisor. The inspector spoke with children, parents, carers and staff. The inspector met with the manager and supervisor and discussed how the nursery is run. The inspector looked at a range of documentation including children’s learning journals, policies and procedures, information about the educational programmes and staff records. The inspector observed the suitability of the premises and resources used.
p.3
Effectiveness of the leadership and management is inadequate
The committee and management team have not taken sufficient steps to improve the setting since the last inspection. While they have introduced new procedures to track children's progress, these are ineffective. Information gathered lacks detail and leaders are unable to identify specific gaps in the curriculum or areas where particular groups of children may be falling behind. The supervisor monitors the performance of staff and has identified some weaknesses in the quality of teaching. However, there are no plans in place to address any of the identified areas. Staff are not given the support or training needed to improve their practice. Safeguarding procedures are not effective. Recently introduced systems for monitoring concerns about children do not include sufficient detail and some recorded information is incorrect. As a result, staff do not have necessary information to share with other agencies should they have a concern about a child’s
p.4
Quality of teaching, learning and assessment is inadequate
Teaching is ineffective because staff do not use what they know about children to plan activities which focus on their next steps for learning. Consequently, children are not making the progress they are capable of. While staff provide a range of appropriate resources both indoors and out, they do not engage with children in ways which challenge and extend their learning. For example, they fail to notice when children are experimenting with resources and do not encourage them to think about why things happen or how things work. Activities that are led by staff are not well-planned or organised effectively. For example, children of different ages and abilities are grouped together without staff considering whether or not this is appropriate.
p.4
Personal development, behaviour and welfare are inadequate
Children are not being supported to become inquisitive, successful learners because staff do not encourage them to have-a-go or to persevere with chosen tasks. Staff do not do enough to keep children safe as they are not sufficiently aware of changes in a child’s life which could give cause for concern. Although children learn about healthy eating as they try different kinds of fruit at snack time, staff do not consistently encourage them to think about healthy eating at lunch time. Children sometimes fill up on processed or sweet food before being encouraged to choose more healthy options from their packed lunch. When children first attend, staff work well with parents to help them settle. Children quickly become familiar with the routines and are confident in making independent choices. For example, they choose freely between indoor and outdoor play.
p.4
Outcomes for children are inadequate
Children’s progress is limited because they are not encouraged to explore and extend their knowledge and they are not developing the skills they need for future learning. For example, a child experimenting with magnets quickly lost interest in his experiment and moved on to another activity because he was unable to attract the attention of a member of staff to support him in his play. Young children do not concentrate during whole group activities, such as sessions for developing their awareness of the sounds that letters make.
