This provision is inadequate
The childminder has a weak knowledge of the requirements of the early years foundation stage and Childcare Register. She fails to meet all safeguarding requirements and does not do enough to meet children's individual needs. The childminder is unable to identify that a child may be at risk of harm. She does not know the reporting procedures to follow in the event of a concern. This compromises children's welfare and safety. Children, including those with special educational needs, do not receive care and learning that meets their individual needs. The childminder fails to work in partnership with parents, professionals and staff at other settings to promote children's learning and development. Children do not make adequate progress from their starting points. The childminder does not provide an adequate range of resources and activities to promote purposeful play opportunities for children. The childminder does not accurately identify where children are in their learning and

Inspection activities
The inspector and childminder discussed the systems she uses to observe and record the children's progress, and the documents to support her work. The inspector completed observations of the children as they were engaged in activities with the childminder. The inspector sampled written feedback from parents, which the childminder made available during the inspection. The inspector looked at the rooms and resources the children use. The inspector discussed how the childminder has met the actions and recommendations set at the last inspection.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder has a poor knowledge of safeguarding issues. She does not understand signs that may indicate a child is at risk of harm. She does not know how to report any child protection concerns. This compromises children's safety and well-being. The childminder is unaware of the significant weaknesses in her knowledge and practice. She has completed first-aid training, as required, following her last inspection, but has not identified ways to improve her teaching skills and provision. The childminder has friendly relationships with parents, but fails to work with them to share information and ensure she meets children's individual needs. She fails to work with other professionals to help children who need extra support to make the progress they should from their individual starting points.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not monitor children's individual learning adequately. She does not use assessment, including the required progress check for children aged two years, to identify where children are in their learning. She fails to plan activities that take account of children's interests, needs and abilities. For example, children show an interest in dinosaurs but the only resource available to reflect this interest is a book that is battery operated but not in working order. The childminder has given no consideration as to how she might build on this interest, or children's enjoyment of music. She does not provide adequate support to help children to make progress. She has a limited understanding of how to interact purposefully with the children to promote their all-round learning and development.
p.4
Personal development, behaviour and welfare are inadequate
The childminder provides insufficient support to meet children's needs. She fails to work with staff from other settings children attend. She does not find ways to complement the experiences children have elsewhere, and to support their care and learning consistently. Children do not gain independence or develop their social skills. The lack of purposeful play opportunities and resources inhibits children's enjoyment and learning.
p.4
Outcomes for children are inadequate
Children make poor progress from their individual starting points. They do not receive the support they need to ensure they are prepared for their future learning.
