This provision is inadequate
The provider has failed to ensure that management and staff have a current understanding of safeguarding matters and their responsibilities. There is no member of staff designated for the role and responsibility of safeguarding officer. This is also a breach of the Childcare Register. Staff do not follow the mobile phone policy, which puts children at significant risk. Children do not receive consistent guidance and explanations from staff to help them learn how to manage their behaviour. The manager does not provide staff with regular training, support or coaching to help them extend their knowledge, skills and practice. The quality of teaching is poor. Staff do not interact with children effectively or involve themselves in children's activities. Children make limited progress and are not fully prepared for their future learning. Staff do not consistently observe or assess children's play to provide suitably

challenging activities and experiences. They do not correctly complete progress checks for two-year-old children as required. The manager fails to monitor the quality of the provision, children's progress and staff practice. Partnerships with parents are poor. Staff do not involve parents in their children's learning or share their progress with them.
p.1
It has the following strengths

Inspection activities
The inspector observed the quality of teaching and staff's interactions with children indoors and in the garden. The inspector spoke to all staff about their knowledge and understanding of safeguarding practice. The inspector spoke to the manager, staff, parents and children. The inspector sampled a range of records, including safeguarding policies and procedures, staff training certificates and children's development records. The inspector completed a joint observation with the manager.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. Management and staff lack understanding of their safeguarding responsibilities. They do not have an up-to-date knowledge of safeguarding practice and guidance. The provider has not ensured that there is a member of staff with designated responsibility for safeguarding. Staff do not store their mobile phones away from children. The manager fails to take appropriate action when staff or other adults use their mobile phones while children are present. This significantly compromises children's safety. Staff do not receive regular support, coaching or mentoring to develop their skills, knowledge and practice.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching is poor. Staff do not consistently observe and assess children's play to identify their achievements and plan for what they need to learn next. Staff do not complete the progress check for children aged between two and three years, as required. The manager does not monitor children's progress to provide support for those who need extra help to catch up. This does not help children make the best possible progress. Activities do not provide suitable challenge or interest to motivate children in their learning. For example, staff provide limited resources to develop children's creative skills. Staff watch children rather than provide quality interaction. For example, while children played on a computer, staff did not talk to them about what they were doing. Occasionally, staff adapt activities to children's needs. For example, during a mathematical activity, staff encouraged children to match colours rather than asking them to count
p.4
Personal development, behaviour and welfare are inadequate
Staff's lack of knowledge of safeguarding policies and procedures puts children's safety and welfare at considerable risk. Staff do not manage children's unwanted behaviour effectively. For example, children throw objects, such as metal spades, which puts other children at risk of harm. Partnerships with parents are not fully developed. Staff do not share accurate information with parents about children's progress to involve them in their learning.
p.4
Outcomes for children are inadequate
Children do not make consistent progress in relation to their starting points. They are not motivated, stimulated or engaged in their play. This does not help children to learn the skills they need to be ready for the next stage in their learning and the move to school. However, children enjoy being outside and use their physical skills to dig in the sand pit and ride around on wheeled toys.
