Staff successfully assess children's progress and identify what children need to learn next.  There are strong partnerships with parents. This contributes towards a consistent approach to children's learning and development in the home and pre-school.  Management and staff demonstrate a strong commitment to achieving the best outcomes for children. They hold regular team meetings and take account of the views of children and parents when they plan changes and future developments.  Staff promote the positive behaviour of children very well. This helps children to be relaxed, confident and motivated to learn. Children understand the expectations for behaviour and their behaviour is good.  Children enjoy choosing their own resources. They are encouraged to lead their own

play, which helps to build their confidence and enhance their learning opportunities.

p.1

It is not yet outstanding because:

 Strategies currently in place to drive the quality of staff practice and teaching to a higher level are not yet fully effective.  Partnerships with all other settings that children attend are not fully established, to ensure that information about children's learning is consistently shared and promotes a complementary approach to the support they receive.  Staff do not analyse the information they collate on children's achievement sharply enough to be sure that different groups are making equally rapid progress.

p.1

What the setting needs to do to improve further

To further improve the quality of the early years provision the provider should:

p.2

What the setting needs to do to improve further

 strengthen the process for monitoring staff performance and focus more highly on their training and continued professional development  build on existing partnerships with other early years settings children currently attend, in order to further support and complement children's learning and development  enhance the monitoring of groups of children, in order to accelerate all children's progress in every area of learning.

p.2

Inspection activities

 The inspector viewed all areas of the premises used by children, including the outdoor environment.  The inspector carried out a joint observation with the manager.  The inspector held a meeting with the management team and spoke with the staff and children at appropriate times during the inspection.  The inspector looked at children's records, planning documentation, evidence of the suitability of staff working in the provision and a range of other documentation, including policies and procedures.  The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning.  The inspector took account of the views of parents and carers spoken to on the day of inspection.

p.2

Effectiveness of the leadership and management is good

The arrangements for safeguarding are effective. Staff have a good knowledge and understanding of their role and responsibility with regard to protecting children in their care from abuse and neglect. All staff complete safeguarding training, demonstrate good understanding of the setting's procedures and implement these well to help protect children from harm. Recruitment, induction and supervision procedures further safeguard children and promote their learning and development. Staff have developed good links with the local primary school and understand the importance of working in partnership to support children for their future moves. Staff regularly share information about children's learning with parents.

p.3

Quality of teaching, learning and assessment is good

Staff gather a good range of information from parents about what interests children and what they can do. This helps staff provide activities which engage and challenge children from the start. Staff know children well and make regular observations of their learning. Managers check and monitor the accuracy and consistency of staff's assessments. This helps to ensure that activities are appropriate for children's individual needs. Staff use their good teaching skills to extend young children's communication further. For example, children participate in a colour-mixing activity. Children think critically about the colours they are producing and talk about their pictures. Children clearly enjoy the group activity and extend their creative skills. They listen attentively and eagerly participate. Children demonstrate increasing awareness of simple mathematical concepts, such as confidently counting how many children are present.

p.3

Personal development, behaviour and welfare are good

Children are happy and confident, and their emotional well-being is supported. They develop close relationships with their key person and other staff. Parents praise the care their children receive. They appreciate the small size of the pre-school and the close bond their children develop with staff. Staff provide interesting and varied opportunities for children to play and explore indoors and outdoors. For example, children investigate the bug hotel and engage in making 'herby soup' in the outdoor mud kitchen. Children enjoy a healthy approach to being physically active in the outdoors. Staff further develop children's understanding of a healthy lifestyle as they are provided with a range of healthy snacks and drinks, and discuss healthy foods. Children are supported to develop independence and self-help skills during daily routines.

p.3

Outcomes for children are good

All children make good progress in their learning. Children work confidently in small groups. They take turns and cooperate. Children learn about other cultures, religions and people with disabilities through planned activities and discussions. They develop positive attitudes to others and to learning. Children develop good early literacy and mathematical skills as they join in with stories and songs, make marks and count. Children are enthusiastic learners who acquire the skills and confidence, in preparation for starting school.
