This provision is inadequate
The childminder has a poor understanding of safeguarding, which puts children at risk. She is unable to provide proof of a current paediatric first aid qualification. She does not make effective risk assessments or supervise children sufficiently. These are also breaches of the Childcare Register. The childminder does not keep a record of children's attendance or record required information about children. She has a poor knowledge of the need to notify Ofsted of information, such as significant changes and events. These are also breaches of the Childcare Register. The childminder does not have written safeguarding and complaints procedures as required by the Childcare Register. The childminder does not assess children's progress or plan activities which meet their individual learning needs. She does not support them to become independent and make the progress they should. She does not find out from parents what children can

Inspection activities
The inspector held discussions with the childminder at convenient times during the inspection. The inspector sampled documents that the childminder uses to support her practice. The inspector observed interactions between the children and the childminder. The inspector viewed all areas of the home used for her childminding.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not know how to make a referral or the procedures to follow if an allegation is made against her. She does not keep children safe at all times. For example, young children are sometimes left unsupervised and dummies are attached to a cord around their neck which puts them at risk. The childminder has little understanding of the safety implications of unsupervised internet access and allows others to take photographs of the children with their mobile phones. The childminder was unable to provide proof that she has a current first aid qualification and does not keep a record of attendance or record the required information about children. Her documentation is poorly organised. The childminder does not understand all the changes and events that must be notified to Ofsted. The self-evaluation process is poor. The provider does not identify breaches in requirements or take effective action to remedy

them. She has failed to meet previous actions and recommendations.
p.4
Quality of teaching, learning and assessment is inadequate
Since the last inspection, the childminder has made no improvements to her assessment and monitoring of children's progress. She does not identify any gaps in their development or the next steps that they need to take. She does not plan effectively for their individual learning needs. Activities are not challenging or stimulating for children and do not support their independence skills. For example, the childminder does not allow children to explore an art activity independently. She does not follow children's interests sufficiently or use them to extend their learning. The childminder does not gain information regarding children's early achievements from parents to help her assess children's progress from the start. She is unaware of the need to carry out a progress check for children aged two years and to share her findings with parents.
p.4
Personal development, behaviour and welfare are inadequate
The childminder's poor understanding of safeguarding puts children at significant risk. Children do not learn about staying safe. For example, young children climb up onto a table while unsupervised. The childminder provides a healthy diet and practises good hygiene. She takes children to the local playgroups and to parks. This helps to support their social skills and physical well-being. The childminder helps children learn to behave well and encourages them to play kindly together.
p.4
Outcomes for children are inadequate
Children are not well prepared for the next stage of learning. They do not take part in activities that encourage them to play purposefully, explore and learn for themselves. They do not learn to concentrate and are easily distracted when there is not enough for them to do.
