This provision requires improvement. It is not yet good because:
The registered provider has failed to notify Ofsted of a change in manager. Staff do not consider more precise planning to provide a consistently stimulating environment outdoors and fully promote the learning of children who prefer to learn outside. Staff do not consistently find out about children's interests and achievements when they attend other settings, in order to promote continuity and consistency in their learning.
p.1
It has the following strengths
Staff are knowledgeable about the children in their care and show a good appreciation for their different backgrounds. Children quickly form emotional bonds with staff and settle well into the daily routine. They are confident to explore and make choices in their play. Close relationships with parents have been formed. Staff communicate with all parents on a daily basis and provide information on how they can guide and support their children at home. The new manager is beginning to implement clear procedures for evaluating and improving the setting. There is a positive outlook for enhancing the care and education children receive.

Inspection activities
This inspection was brought forward as a result of Ofsted receiving a notification from the provider. The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector held a meeting with the pre-school manager and a member of the senior management team. She looked at relevant documentation, such as the pre-school's policies and procedures and evidence of the suitability of staff working in the pre- school. The inspector spoke to a small number of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management requires improvement
The provider has not followed correct procedures and notified Ofsted of a change of manager at the pre-school. However, Ofsted were notified by the provider that an incident took place where a child was able to leave the premises unsupervised. A full investigation took place into the circumstances of the incident. Further risk assessments have been undertaken to ensure this does not happen again. A high lock has been added to the main door and an alarm fitted. Staff are knowledgeable about child protection issues and understand how to report any concerns. Suitability checks have been carried out on all staff. The arrangements for safeguarding are effective. The manager checks the individual progress children are making in their learning. She identifies the areas of learning that are less well promoted, with mathematics being recently highlighted. Positive steps have been taken to address this and training has been identified to support staff's practice in this
p.3
Quality of teaching, learning and assessment requires improvement
Children arrive at the pre-school with confidence and quickly settle. They are listened to and supported to complete tasks. Children engage in conversations with staff to enhance their language and understanding in activities. This helps to prepare them well for starting school. Children show a fondness for books. They look at books spontaneously, reading familiar stories from memory to their friends. Careful consideration is given to planning a stimulating indoor learning environment. However, the same consideration is not given to outdoor play, especially for children who prefer to learn outdoors. There is also an obvious lack of resources. For example, all the children share one ride-in car. Effective partnerships with the schools children will attend are forming. Information regarding children's precise learning within other settings is not consistently gathered or shared, to enable staff to further complement learning in the pre-school.
p.3
Personal development, behaviour and welfare require improvement
Although there are weaknesses in leadership and management, in most aspects children's welfare is supported effectively. All children form positive, trusting relationships with their key person and other staff. There is a good level of adult attention and warm interaction. Children's good behaviour is reinforced by positive praise from staff. Young children are helped to develop valuable skills, such as how to share and take turns in activities. Children have sufficient opportunities to be physically active. They run freely outdoors, chasing and popping bubbles in the air. Children learn about the benefits of a healthy diet. They learn to be independent, serving their own drinks and food at snack time.
p.3
Outcomes for children require improvement
Staff evaluate the progress children are making, through ongoing assessment. Planning of activities generally reflect children's interests and next steps in their development. Children are comfortably working within the range of development typical for their age. Children are given daily opportunities to see and recognise their name. Staff sound out the initial letter sounds as children look for their name at group time.
