p.1

This provision is inadequate

 The childminder is in breach of the Early Years Foundation Stage and Childcare Register requirements. She has exceeded the required ratios and there are not always sufficient adults present to meet children's individual care and learning needs.  The childminder has failed to make improvements since her last inspection. She does not evaluate her practice, or that of her assistant, to identify weaknesses and make well-targeted improvements.  The childminder's quality of teaching is weak. She does not use information from her observations and assessments effectively to move children on in their development. Her poor interactions do not motivate or interest children and do not help them to be prepared for their future learning.  The childminder does not ensure that her assistant has effective skills or provide adequate coaching and support. At times, the assistant is left in sole charge of children.

p.1

This provision is inadequate

However, he does not hold a current first aid certificate, which is a breach of requirements.  The childminder does not encourage children to do things for themselves to develop their independent skills ready for their move to school or nursery.

p.1

It has the following strengths

 The childminder supports children's physical well-being. For example, children have daily opportunities to be physically active and confidently explore their surroundings.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

p.2

Due Date

 maintain the correct adult to child ratios at all times to ensure that children's individual needs are met 20/05/2016

p.2

Due Date

 make more effective use of the information gained from observations and assessments to improve the quality of teaching and tailor activities to children's learning needs 06/07/2016

p.2

p.2

Due Date

 ensure that any assistants in sole charge of children hold a valid first aid qualification. 30/06/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 increase opportunities for children to do things for themselves and develop their independence skills  make effective use of self-evaluation to identify weaknesses and breaches in requirements and target improvements to raise the quality of the provision and outcomes for children.

p.2

Inspection activities

 The inspector observed the quality of teaching and the impact this has on children's learning and development.  The inspector viewed the areas of the premises used for childminding.  The inspector viewed a range of documentation, including the childminder's and her assistant's qualifications and children's records.  The inspector held discussions with the childminder and her assistant at appropriate times throughout the inspection.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder exceeds the ratio requirements and, with her assistant, cares for too many children at any one time. She does not provide a good role model to the assistant to develop his skills. She has not ensured that he has maintained a current first aid certificate and leaves him in sole charge of children. This compromises children's safety and welfare. The childminder knows the signs that would cause her concern about a child's welfare and the processes to follow. She does not use the information from her self-evaluation and training well to help identify the weaknesses in her practice. This was a recommendation from her previous inspection. The childminder's capacity to improve is weak. She does not use the information from her monitoring processes effectively to help children make good progress.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not support children's learning. She does not engage or interact with them effectively to challenge and extend their development. For example, the childminder stands back and does not follow the children's interests or involve herself in their play. During the inspection, children showed interest in a planting activity that other children were involved in. However, the childminder repeatedly moved them away and told them they could do it later. The childminder does not develop children's communication and language skills sufficiently. For example, she uses limited vocabulary with them. The childminder shares regular information with parents about their children's day to keep them informed about what they have done.

p.3

Personal development, behaviour and welfare are inadequate

The childminder does not maintain the required adult to child ratios to ensure all children's individual needs are consistently met. She does not motivate children's interest in learning and fails to engage with them in their play. For example, when children showed interest in mark making and foam shapes, the childminder became distracted and did not interact and support their learning. Activities are sometimes poorly organised. The childminder does not ensure there are sufficient resources for the number of children taking part, and they lose interest when waiting for their turn. She does not recognise when children are no longer interested in activities and does not respond effectively. The childminder supports children's emotional well-being, such as praising them positively.

p.3

Outcomes for children are inadequate

Children do not make sustained progress from their starting points. They do not learn to concentrate and find it difficult to engage in purposeful play. Older children do not develop their independence skills sufficiently. For example, they are not encouraged to do things for themselves which they are capable of doing at their age. They do not gain the skills they need in readiness for their future learning, including starting school.
