Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The quality of teaching is inconsistent and does not ensure that children always have rich learning experiences.  Regular observations are made of children's learning and development, but the information gathered is not always used to plan activities that meet their needs.  Staff do not always ensure children’s safety in the outdoor area.  Systems are not in place to ensure that every child is assisted to become familiar with the setting and begin to enjoy a settled relationship.  There are limited resources for children to learn how to operate simple equipment or show an interest in technological toys.

p.1

It has the following strengths

 The provider and the new manager have ambition for the setting and have made many improvements, such as creating an insect corner with planted herbs and a bug hotel.  Mealtimes are an enjoyable occasion where staff sit with the children and promote the use of good manners and social skills.  Parents welcome the information provided about their child's time in the setting and the progress they are making.  Key persons know their children well; including what interests and engages them in their learning.  Children’s independence is well promoted in self-care routines.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

p.2

Due Date

 ensure the arrangements for settling children meet their individual needs, in particular those children who have no understanding of English 25/04/2016

p.2

Due Date

 ensure the safety of the children when using the outdoor area, in particular by taking all reasonable steps to prevent them leaving the premises unsupervised and when they are playing on large equipment 25/04/2016

p.2

Due Date

 ensure that performance management systems focus sufficiently on the assessment of observations of children so they are precise and the information can be used effectively to plan for all children's next steps in their learning and development. 23/05/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 increase children's opportunities to operate simple equipment or show an interest in technological toys.

p.2

Inspection activities

 The inspector spoke to members of staff and children at appropriate times during the inspection and held meetings with the manager and the provider.  The inspector carried out a joint observation with the manager.  The inspector observed activities both inside and outside.  The inspector took account of the views of parents spoken to on the day of the inspection.  The inspector looked at children's records, planning documentation, evidence of the suitability of staff working in the provision and a range of other documentation, including some policies and procedures.

p.2

Effectiveness of the leadership and management requires improvement

There has been a recent change in the management of the nursery. Leaders are ambitious, but in their drive for improvement they are over-looking other areas, such as failing to monitor the quality of resources. Record keeping has improved. All required documentation in relation to the suitability of staff, the attendance of children and the records of accidents and complaints are sufficiently maintained. The new staff team are suitably qualified, knowledgeable about their role in child protection and adult to child ratios are met. Safeguarding is effective. Staff are regularly monitored and supported in their development in the drive to improve the quality of teaching. However, this system is in its infancy and time is needed to embed the improvement.

p.3

Quality of teaching, learning and assessment requires improvement

Staff know the children well and have accurately identified their individual interests which they are starting to use to plan activities to match children's needs. Whilst most of the staff maximise learning opportunities to question and challenge children's thinking effectively, the quality of teaching is inconsistent. For example, some staff do not give children time to think and talk about what they are doing. The nursery staff are currently changing their observation, assessment and planning systems. Presently, staff are carrying out a high number of observations and the focus is on quantity rather than quality. This means the assessments sometimes lack precision and the number of identified next steps is overwhelming and confusing. Children's behaviour is particularly well-managed in 'Together Time'. Staff are skilled in using intonation and expression when sharing story books with children. They use this time to teach children to take turns, learn right from

p.3

Personal development, behaviour and welfare require improvement

The environment is friendly, warm and welcoming and children are well cared for overall. However, safety in the outdoors is not robust. The gate was not locked before the children went out to play which meant children could have left the premises. Also, staff do not always supervise children on a large slide, leaving them at risk of harm. There are informative displays for parents and daily diaries are completed for each child. Parents comment 'staff keep me informed about my child’, and they are ‘happy with the information I have been given’. The arrangements for new children who have no understanding of English do not always meet the child's needs and leave them upset. This prevents them from settling in and affects their emotional well-being. Meals and snacks are healthy, balanced and nutritious and parents comment that the food is 'proper and good'.

p.3

Outcomes for children require improvement

Cohort tracking has recently taken place which evidences that children are making progress from their starting points. However, this was over a very short period of time and has not taken into account the limited resources to help children to learn about information technology. This reduces children's opportunities to acquire important skills in the future which will prepare them well for moving on to school.
