This provision is inadequate
Leaders fail to deploy staff effectively to meet children's individual needs and maintain their safety at all times. Staff do not accurately record the times that children arrive and leave the setting, as required. The quality of teaching is poor. Staff do not engage or motivate children to learn effectively. Not all children make adequate progress, particularly those who have special educational needs or disability. Staff do not help children to manage their behaviour effectively. Children do not learn to play safely. Staff do not ensure that all children follow hygiene procedures to minimise the risk of cross-infection. This compromises children's health. Staff do not provide many opportunities for children to explore their own, their friends' and other people's cultural backgrounds, to help them recognise what makes them similar to, or different from, others. Leaders do not reflect adequately on the quality of provision to identify breaches in

It has the following strengths
Children have daily opportunities to play and exercise outdoors. For example, they learn to balance on scooters and manoeuvre bicycles.

Inspection activities
The inspector observed activities and learning experiences available to children. The inspector observed interactions between children and staff. The inspector asked staff questions about their work and observed practice with the manager. The inspector spoke to some parents about their views and opinions of the provision and considered these. The inspector sampled documentation, including some children's development records.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. Following a recent incident when a child left the premises unsupervised, security measures have been improved; however, staff fail to supervise children adequately at all times. The lack of supervision increases the risk of children injuring themselves. Leaders do not keep an accurate record of children's attendance. They ensure that staff receive training and know how to respond to a concern about children's welfare. Leaders review the educational programmes and how staff assess children's progress. However, they do not act on their findings. For example, they know that children who have special educational needs or disability require extra support but fail to deploy staff effectively to provide this. Although leaders identify that the staff do not help children understand what makes them similar or different from their friends, they have not taken action to improve this in a timely way. Leaders value the partnership they

have with parents and other professionals involved in children's care but are slow to implement the support suggested to improve outcomes for children.
p.3
Quality of teaching, learning and assessment is inadequate
Most staff are well qualified, but there are inconsistencies in teaching practice. Staff do not use what they know about all children effectively to plan activities which meet their needs. They fail to provide adequate support for children who have special educational needs or disability to help them to manage what they are trying to do and extend their learning. Children are often left to entertain themselves for long periods of time and are not engaged in purposeful play. On occasions, staff provide conflicting messages and do not acknowledge children's choices. For example, some members of staff agree to children's request to have a snack, while others say that they cannot as it is time to go outside. Staff make assessments of children's development; however, they do not use these to plan for children's next steps in learning.
p.3
Personal development, behaviour and welfare are inadequate
Staff do not teach children how to keep safe. For example, staff failed to supervise children adequately and did not see a child putting themselves at risk by exploring the retractable steps on the changing bay. Staff do not ensure that children wash their hands before a snack. For example, during the inspection, a child who had not washed their hands took a handful of fruit, and staff put it back in the communal bowls for others to eat. Staff do not manage children's behaviour adequately. They ignore, or fail to challenge, disruptive behaviour. They do not help children learn how to share, follow the rules or understand how their behaviour affects others' feelings.
p.3
Outcomes for children are inadequate
Not all children make adequate progress, and some are at risk of falling further behind, particularly those who have special educational needs or disability. Children do not learn the personal and social skills they need to prepare them for the next stage in their learning and development.
