This provision requires improvement. It is not yet good because:
The committee and staff are not aware of the requirement to have a named deputy to take charge in the manager's absence. Required records are not easily accessible or available for inspection. Management has not ensured that staff who prepare and handle food have required food hygiene training. This compromises children's health. Management does not monitor the quality of teaching effectively to ensure all staff consistently challenge children, extend their learning, and help them to make good progress. Staff do not consistently alert children to what is going to happen next. This prevents children from being able to complete what they are doing to their satisfaction. Children who learn best outside cannot always access the outside play area as they choose. Resources here are limited and there are few opportunities to challenge older children.
p.1
It has the following strengths
Children are confident, happy and settle quickly into their play. They have positive relationships with the staff. Children's emotional well-being is supported well. Children's mathematical development is good. For example, they recognise shapes and numbers well. They count confidently during group time.

What the setting needs to do to improve further
To meet the requirements of the Early Years Foundation Stage the provider must:
p.2
Due Date
ensure there is a named deputy, who is capable and qualified to take charge in the manager's absence 06/05/2016
p.2
Due Date
ensure all staff involved in preparing and handling food receive training in food hygiene 30/06/2016
p.2

make sure that all relevant records are available for inspection when required. 06/05/2016
p.2
Due Date
To further improve the quality of the early years provision the provider should:
p.2
Due Date
monitor the quality of teaching more effectively to ensure all staff consistently motivate and challenge all children to extend their learning organise routines so that all children understand what is going to happen next and they can complete tasks to their satisfaction provide more opportunities and resources for children to play and learn outdoors, particularly for those who learn more effectively in that environment.
p.2
Inspection activities
The inspector observed activities and staff interactions with children in the main hall and outside learning environment. The inspector held a meeting with the chairperson of the committee and the play leader of the provision. The inspector had discussions with the staff and children. The inspector checked the evidence of suitability and qualifications of staff working with children, and the provider's improvement plan. The inspector sampled a range of documentation, including children's records, safeguarding procedures, and written policies and procedures.
p.2
Effectiveness of the leadership and management requires improvement
The chairperson does not have a full understanding of the requirements. She has failed to inform Ofsted about changes to committee members. However, this does not have a significant impact on children because committee members do not have direct contact with the children. Records and evidence of staff qualifications and suitability checks were either missing or not easily available for inspection. The committee members are unaware that they need to have a named deputy who can take charge when the play leader is not present. Management does not monitor staff's practice effectively to improve the quality of teaching. Staff are clear about the procedures to follow if they had any child protection concerns about children in their care. The premises are secure and staff supervise children well, including when parents arrive and collect their children. Safeguarding is effective.
p.3
Quality of teaching, learning and assessment requires improvement
The quality of teaching is inconsistent. For example, not all staff have the skills to support the more able children, especially outside. Staff have begun to improve how they complete observations and assessments of children's learning. This is helping them to track children's progress more effectively. Links with parents and other early years settings that children attend are developing well and help staff to build on what children learn elsewhere. Children have easy access to resources inside and enjoy their time at the group. However, there are limited opportunities for children who learn best outside. Resources outside are limited and staff do not sufficiently engage or challenge the older and more able children to help them make good progress. Children are left to their own devices, and staff do not always encourage them to experiment, or extend their learning.
p.3
Personal development, behaviour and welfare require improvement
Children follow good hygiene routines and are independent in their personal care. Children sit well during mealtimes, and chat happily with the staff. However, the staff who prepare their food have not completed food hygiene training, as required. This compromises children's health. Those children who learn best outside are not able to choose when they use the outside area.
p.3
Outcomes for children require improvement
Overall, children make steady progress in their learning and develop the skills they will need for school. Their communication and language are developing well, overall. For example, staff ask questions to help children think, and allow time for them to answer. Children enjoy talking about the changing textures of the cornflour, as they add water. However, not all staff challenge children effectively, particularly older and more able children and those who learn best outside.
