This provision is inadequate

 The lead practitioner for safeguarding has insufficient knowledge to fulfil the role. She does not always recognise or respond to signs of possible abuse and not all child protection concerns are reported swiftly to the relevant agencies. The policy for safeguarding does not include all of the required elements. Staff are not fully equipped to deal with child protection concerns.  Children do not make good progress and their needs are not met. Planned activities are not matched to individual children's learning needs. Staff fail to make regular observations and assessments of children's learning and development. There is insufficient support for children who speak English as an additional language. Teaching is inadequate for those in the two-year-old children's room.  The procedures for managing staff performance are weak. Leaders are not focusing on improving the quality of staff's teaching. Supervision meetings with staff take place,

however, these are not effective in identifying where practice can be improved. In addition, staff deployment is poor.  Leaders do not have procedures in place to check that all children are making the best possible progress in their learning and development.  Parents are not supported to continue their children's learning at home and are not involved in assessing their children's starting points for learning.  Staff do not seek to involve parents of those children who speak English as an additional language in assessing their children's learning in their home language.

p.1

It has the following strengths

 Children enjoy and learn about the benefits of a healthy lifestyle.

p.3

Inspection activities

 The inspector observed activities indoors and outside.  The inspector held meetings with the manager and children's key persons.  The inspector talked with staff at appropriate times throughout the inspection.  The inspector looked at children's assessment records and the planning documentation.  The inspector checked evidence of the suitability and qualifications of staff working with children and discussed the nursery's self-evaluation information.  The inspector took account of the views of staff, parents and children spoken to on the day.

p.3

Effectiveness of the leadership and management is inadequate

Arrangements for safeguarding are not effective. The lead practitioner for safeguarding has not received appropriate training to carry out her role. Children's safety and well-being have been compromised. Managers and staff are not fully aware of the possible indicators of abuse. They are aware of their responsibilities to pass information to the relevant authorities, in line with Local Safeguarding Children's Board guidance and procedures, however, they have not consistently followed this process. Staff's performance is monitored through supervision meetings with the manager, however, not enough is being done to improve the quality of the teaching and learning experiences provided for the children. Deployment of staff is poor. This is because there are not enough staff working with two-year-old children who have an adequate knowledge of the support young children need to learn and develop well. Staff do not provide a stimulating or challenging

environment and the quality of teaching is poor. Managers do not check the progress of all children within the nursery. They have failed to identify significant gaps in some children's learning and development. Too many children are working well below typical developmental milestones.

p.4

Quality of teaching, learning and assessment is inadequate

Children's learning is not adequately promoted or extended. Staff are not clear about some children's learning priorities and so cannot support them effectively. Planned activities are not matched to children's learning needs so children are not supported to make sufficient progress. Some children, in particular those who speak English as an additional language, have significant gaps in their learning and development. Managers have failed to take swift action to identify these issues and then close the gaps or seek additional support from outside agencies. Staff do not work in partnership with parents. They do not provide support to enable parents to help their children to continue their learning at home. They do not involve parents in initial or ongoing assessments of children's current knowledge and skills. Staff working with two-year-old children do not organise activities that harness or maintain children's interest. For example, children are

invited to do some drawing. Resources are limited and staff interaction is poor. Children gain little benefit from the activity and move away. Communication and language are not promoted for two-year-old children. There is very limited conversation with the children. As a result, children make insufficient progress in their learning and development. That said, children in the toddler and pre-school rooms are encouraged to explore a broad range of toys and resources and to lead their own play. Staff in these rooms engage children in activities based on their current interests and so children are to some extent motivated and engaged.

p.4

Personal development, behaviour and welfare are inadequate

Children's safety and well-being are put at risk due to the significant weaknesses in safeguarding practice. Managers fail to take prompt action when child protection concerns arise. Those children who speak English as an additional language are not all fully integrated into the nursery. Some staff do not know what language is being spoken and do not work closely with parents to ensure children's needs are being met. Children behave well and any disputes are managed consistently by staff. Children show developing independence as they put on their coats to go outside. The youngest children enjoy sensory play experiences. Staff build confidence in those more hesitant as they show them how to explore the sand. Children quickly follow their lead.

p.4

Outcomes for children are inadequate

Children are not given sufficient opportunities to make good progress. They are not effectively prepared for their next stage of learning, including school. Children who speak English as an additional language are not adequately supported to learn. Children's safety, well-being and personal development are compromised.
