This monitoring visit
This monitoring visit was completed following an interim inspection of the home on 22 March 2016, when it was judged declined in effectiveness. A compliance notice was subsequently issued on 30 March 2016. The purpose of this visit was to monitor whether the requirements for the compliance notice issued in relation to Regulation 12, the Protection of Children standard, had been met. An incident occurred on 12 March 2016 where three young people locked themselves in a bedroom, resulting in bullying and abuse. The head of care and the interim manager carried out an investigation of this incident. However, they did not robustly examine all of the issues regarding the incident. These issues include practical solutions as to how staff will access bedrooms when the door is locked and young people inside the room are unsafe, why young people were arrested and taken to the police station without staff present and a lack of adherence to

safeguarding procedures following the incident. Managers said that the strategy requested by Ofsted relating to the locking of doors in the home is still being written. As a result, managers, staff and young people do not fully understand what the policy is in relation to accessing bedrooms, or any other rooms within the home, when the doors are locked. Without an effective strategy in place, Ofsted is not satisfied that staff are equipped with the knowledge to prevent such incidents from happening in the future and to keep young people safe. Since the previous inspection, Ofsted has not been notified about an allegation relating to a member of staff’s inappropriate use of physical intervention. During the monitoring visit, young people raised other concerns which are yet to be investigated. Accordingly, Ofsted cannot be satisfied that the protection of children standard is met. Ofsted has had correspondence with the registered provider with regard to
