This provision is inadequate
The provider does not meet all requirements of the Early Years Foundation Stage and the Childcare Register. She is currently using unregistered premises in the house next door and has not informed Ofsted of this change to her registration. Recruitment procedures are not effective. The provider does not ensure that all staff have completed a Disclosure and Barring Service check or that other suitability checks are carried out. This puts children's safety at risk. Some staff have a poor awareness of child protection issues, including the reporting procedures. Staff lack understanding of keeping children safe during play and when eating, and do not check sleeping children regularly, putting children at further risk. The provider does not meet space requirements, limiting children's play areas. The provider does not monitor staff practice effectively to improve the quality of teaching. Children do not make adequate progress. Staff lack awareness of how to

assess children's learning effectively to plan what they need to learn next. Children do not have access to age-appropriate toys and resources. Staff do not consistently support young children's communication and language development. Self-evaluation is not used adequately to identify and tackle weaknesses in practice.

Inspection activities
This inspection took place following the risk assessment process. The inspector held discussions with the provider about observations of staff practice. The inspector checked the documentation the group uses to support their practices. The inspector observed children's play and the interactions from staff. The inspector talked to parents to obtain their views about the group.
p.3
Effectiveness of the leadership and management is inadequate
The provider has extended her provision into the house next door and has failed to notify Ofsted of changes to her childcare premises. Safeguarding is ineffective. The provider's recruitment procedures are inadequate, which puts children at risk. Not all staff have completed a Disclosure and Barring Service check to verify their suitability, and the provider does not carry out other checks consistently, such as references. Some staff lack understanding of the safeguarding procedures. They do not understand what to do if they have a concern about a child's welfare. Staff lack a clear understanding of protecting children's safety at all times. For example, they allow young babies to eat play dough and do not make sure children are sitting down while eating snacks. There is no consistent procedure for checking on sleeping children. All these issues put children's safety at risk. There are arrangements for staff supervision. However, this is ineffective in monitoring

their practice. The provider does not use her self-evaluation process effectively to identify weaknesses and make targeted improvements.
p.4
Quality of teaching, learning and assessment is inadequate
Staff do not have a secure knowledge of how children learn and the quality of teaching is poor. Staff make some observations and assessments of children's development, but these are not sufficient to help them plan effectively to meet children's individual needs. Staff do not ensure that there is enough space for children to play. They do not ensure the environment is well set-out so that all children can make free choices in their play. For example, toddlers play in one room which is too small and cramped to meet their needs. They do not play purposefully and are not engaged. Staff do not recognise when to interact with children to extend their learning. For example, they do not promote children's communication and language skills consistently.
p.4
Personal development, behaviour and welfare are inadequate
Children's welfare is compromised. The provider has a poor understanding of secure recruitment procedures and has not identified the weaknesses in safeguarding children. Nonetheless, staff support children's emotional well-being and overall, children's behaviour is good. Children have opportunities for fresh air and outdoor play, which promotes their health effectively. For example, staff make good use of the garden to encourage children to run, climb and be active as they develop their physical skills.
p.4
Outcomes for children are inadequate
Children do not make adequate progress. They do not learn how to be safe or develop all necessary social skills. For example, they are allowed to eat snacks while playing. Children's communication skills are insufficiently developed and they are not motivated or challenged in their learning. They are not prepared well for school and future learning.
