The management team does not ensure staff accurately observe, assess and track children's progress to identify and close any gaps in learning. Staff do not share information about children's learning and progress with parents to promote children's development effectively. They do not keep all parents informed of

Inspection activities
The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector completed a joint observation with the nursery manager and discussed how she evaluates practice. The inspector held a meeting with the management team. She looked at relevant documentation, such as policies and procedures, staff records and the nursery's self- evaluation. The inspector took account of the views of parents spoken to on the inspection day.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The management team does not follow its policies and procedures in practice. For example, it posts photographs of children on the nursery's social media website, which the public can access. This compromises children's safety. The management team and staff know how to make safeguarding referrals to the relevant agency. The management team does not monitor children's progress or the educational programmes effectively. There are weaknesses in planning, assessment and staff practice that hamper children's progress and well-being. Staff do not work in partnership with parents effectively to promote children's learning. The management team does not monitor the quality of teaching. It fails to provide staff with the supervision and support they need, to help them gain the necessary skills to provide children with good-quality learning experiences. The management team does not use its self-evaluation adequately
p.4
Effectiveness of the leadership and management is inadequate
to make sufficient improvements that benefit children.
p.4
Quality of teaching, learning and assessment is inadequate
Staff do not support all children's development adequately. Some children are not engaged or challenged in their learning and lose interest. This affects their behaviour. Staff do not use activities and a sufficient range of resources to provide interesting or challenging experiences for children of all ages. For example, staff do not build on children's interest in the role-play area to engage them or extend their imaginary play. Observation and assessment of children's progress is irregular and inconsistent. Staff do not plan activities that take account of what children need to learn next and help them make adequate progress. Staff do not consistently engage with children to help them develop curiosity and interest in learning.
p.4
Personal development, behaviour and welfare are inadequate
Staff do not encourage children to develop a positive attitude to learning and help them become successful learners. They do not always correct unwanted behaviour to help children learn what staff expect of them. Staff help some children to talk about how they feel and show sensitivity towards other's feelings. Although children are starting to understand about sharing and taking turns, staff do not support them consistently in this. Staff often do too much for the children and do not help them develop the skills to do things for themselves. Staff welcome children warmly when they arrive and use children's interests to help them settle.
p.4
Outcomes for children are inadequate
Children do not develop the skills they need in readiness for future learning and school. Activities do not match individual children's abilities and needs. At times, children are bored and lose interest, which leads to poor behaviour.
