This provision is inadequate
The provider has failed to notify Ofsted about recent changes to committee members and the nominated individual. Furthermore, necessary information has not been given to Ofsted to enable required checks to be carried out to establish their suitability. The provider does not keep a clear record of the Disclosure and Barring Service checks for committee members. Some teaching is overly directive and hinders children's attempts to develop and expand their own learning. The teaching of most-able children is not sufficiently challenging to make sure they think deeply and achieve as much as possible in their learning.
p.1
It has the following strengths
Staff provide a friendly, welcoming and well-resourced environment. Children develop strong and close attachments with staff. Staff complete precise assessments of what children know and can do. They identify the next steps for children's learning. They meet the needs of children who speak English as an additional language effectively. All children are making good progress. Staff promote children's communication and language skills well. They encourage conversations and ask children questions that prompt them to talk. Partnerships with parents, other professionals and the local school are well established. Staff keep parents well informed about children's development.

Inspection activities
The inspector observed the quality of teaching and interaction between the staff and children during activities, both indoors and outdoors. The inspector spoke to members of staff and children at appropriate times during the inspection. She held discussions with the manager, deputy manager and the chair of the committee. The inspector looked at children's learning records and the planning documentation. The inspector carried out a joint observation with the manager. The inspector took account of the views of some parents spoken to on the day of the inspection. The inspector checked evidence of the suitability and qualifications of staff working with the children and of the committee members. She looked at a sample of policies and procedures and the pre-school's action plan.
p.2
Effectiveness of the leadership and management is inadequate
Arrangements for safeguarding are not effective. The provider has failed to notify Ofsted in a timely manner about changes to the committee members and nominated individual. Therefore, the required checks, including those completed through the Disclosure and Barring Service, have not been carried out to determine their suitability for the role. Nevertheless, the pre-school manager understands the procedure to follow if she has a concern about a child's welfare. The pre-school has been through a number of recent changes. The new manager and deputy manager are striving to improve the quality of the pre-school. They have worked hard since the last inspection. Recommendations have been addressed and there is an action plan in place for continued improvement. There are effective monitoring procedures to check on children's progress and staff performance. Staff have attended many short training courses to update their knowledge.
p.3
Quality of teaching, learning and assessment is good
Staff are well qualified and adopt a relaxed yet purposeful style that moves children's development forward. Teaching overall is strong. Staff are very enthusiastic and interact with children in positive ways. They extend most children's learning well. They provide a good range of learning experiences that is of interest to the children. However, during some activities, staff do not recognise that most-able children need even more challenge and extension to their learning, in order to achieve as much as possible. Furthermore, staff occasionally direct children too much and do not give them the time they need to explore and investigate in their own way. Children are active and demonstrate that they enjoy their time at the pre-school. Staff encourage early literacy and mathematical skills effectively. They incorporate these skills into children's play. Children use shopping lists as they role play and read the items they need to buy at the shops.
p.3
Personal development, behaviour and welfare are inadequate
Children's welfare is not assured, as not all of the safeguarding and welfare requirements are met. Nevertheless, other aspects of children's welfare are suitably promoted. Children are well behaved and older children are beginning to learn to respect each other's thoughts and feelings. Staff act as good role models. They encourage children to learn about healthy lifestyles and how to keep themselves safe. Children take part in daily exercise and enjoy healthy snacks. Staff encourage children to follow effective hygiene procedures from an early age. Older children have a good understanding of the importance of taking care of their own needs. Staff support children well to be ready for the move on to school.
p.3
Outcomes for children are good
All children are progressing well in their learning and development, including those who receive funded education. Older children are acquiring the key skills for future learning. They concentrate and listen and are developing good literacy and mathematical skills. Children's physical development is good. They move well and gain good control and coordination of their bodies as they ride bicycles outside. Children have a positive attitude.
