This provision is inadequate
The provider, who also works as the deputy manager, does not have a suitable knowledge of the requirements of the Early Years Foundation Stage and the Childcare Register. He fails to ensure that requirements are met and this compromises children's welfare. The provider fails to ensure that he and all staff know how to identify when a child is at risk of harm and reporting procedures. This is detrimental to children's welfare. Qualification requirements are not met. The deputy manager is not qualified and capable to manage the nursery in the manager's absence. Not all staff have suitable teaching skills and this affects the quality of children's play and learning experiences. Children do not make adequate progress in their learning. New staff do not receive effective induction training to ensure they understand their role and responsibilities, and policies and procedures. Staff do not ensure that written parental permission is obtained before they administer

any medication to children, as required. This compromises children's health. Not all staff manage children's behaviour appropriately or develop their independence. This has a detrimental effect on children's personal, social and emotional development. The manager fails to monitor the quality of teaching effectively to identify weaknesses in practice and to target support for staff.

Inspection activities
The inspector observed the quality of teaching and the impact this had on children's learning. The inspector spoke to staff and children at appropriate times, during the inspection. The inspector completed a joint observation with the manager. The inspector spoke to parents, on the day of the inspection and looked at the written views of parents about the nursery. The inspector checked evidence of the suitability of the staff team, looked at a selection of children's records, and discussed safeguarding procedures and the self-evaluation process.
p.3
Effectiveness of the leadership and management is inadequate
The provider does not have a sufficient understanding of his role and responsibilities to ensure children's welfare and to promote their learning adequately. He takes an active role in children's care and learning but lacks teaching skills and an understanding of how to manage children's behaviour appropriately. Safeguarding is ineffective. The manager has a sound understanding of safeguarding matters; however, the provider and trainee staff member do not. This compromises children's welfare. The provider acts as the manager's deputy and has arrangements to cover the manager's absence with another family member. New staff, including trainees, do not receive adequate induction, support and coaching to assist them in their role. The manager is aware of some weaknesses in practice but too little is being done to make improvements.
p.4
Quality of teaching, learning and assessment is inadequate
The manager takes on all key roles and builds relationships with the children. However, he is the only qualified and experienced member of staff. The manager is often engaged in domestic duties, such as food preparation, and children's learning experiences in his absence are poor. He completes observations and assessments of children's learning and monitors the progress that children make. He has knowledge of children's individual learning needs but does not ensure other staff receive clear guidance about how to support each child in their learning. Not enough is done to build on what children know and can do to support their future learning. Children entertain themselves by making use of available resources, such as playing with toy trains. The lack of teaching skills is evident in staff's poor interactions with children. Not enough is done to build on what children know and can do to support their future learning. For example, children are keen to use

an electronic game but staff do not allow them to use it independently.
p.4
Personal development, behaviour and welfare are inadequate
Children's well-being is compromised. Staff fail to teach children about behavioural expectations and do not support their emotional well-being adequately. For example, young children are given abrupt and insufficient explanation as to why it is inappropriate or unsafe to walk up the slide. Staff are not familiar with nursery policies. For example, they administer medication without prior written parental consent. This puts children's health at risk. Staff do not encourage children's independence effectively. For example, children can only go to the toilet if they are accompanied by the manager or deputy.
p.4
Outcomes for children are inadequate
Children are not prepared for school. They do not receive consistent messages about how to behave, or gain skills they need for the future. For example, they do not learn to become independent, and develop their literacy and thinking skills.
