Where there are no children present, no judgement is made on the quality of the early years provision as there is no reliable evidence on which to assess its impact on children. The inspector looked at a selection of the records, policies and procedures the childminder intends to use when caring for children. The inspector had a tour of the premises and viewed all areas that are to be used for the care of children, along with equipment and toys that will be used for childminding. The inspector checked evidence of the suitability and qualifications of the childminder, and the suitability of other adults living in the household.
