This provision is inadequate

 The provider does not meet all requirements of the Early Years Foundation Stage and the Childcare Register.  The provider fails to ensure that children are kept safe. Children are at significant risk of harm.  Children's health and well-being are compromised. The provider fails to ensure the premises and equipment are fit for purpose. For example, there is mould on the walls and the contents of all the first-aid boxes are out of date.  Poor deployment of staff compromises children's safety. The organisation of the daily routine does not support children's learning or ensure their safety. Key persons do not value and support children's emotional well-being.  Staff do not use assessment effectively to identify how well children are learning, to

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The provider and manager do not monitor safety effectively. Staff are not aware of potential risks to children. Young children are at risk from hanging wires and hot heating pipes. Plastic bags, cleaning sprays and staff handbags are left accessible to children, which pose significant safety risks. Staff recognise signs of concern in a child's life and know how to act on these. Minimum adult-to-child ratios are met but often staff work alone in their group rooms. This affects the quality of children's experiences. For example, when staff are distracted, they do not supervise children adequately. When staff change nappies, all babies and toddlers are taken away from their play to wait in the changing area. Children are escorted to the toilets on days when other users access the toilet facilities. Despite having well-qualified staff, the quality of teaching is poor. Underperformance is not addressed quickly to ensure standards of teaching

improve. The effectiveness of monitoring gaps in children's progress is limited. Inaccurate information is supplied to parents about their children's progress so they do not gain a clear picture of where their children are in their learning.

p.4

Quality of teaching, learning and assessment is inadequate

Planning for children's next steps in learning is poor. Adult-directed group times dominate the day, giving children little time to initiate their own play. When children have the opportunity to choose activities, the available range of resources is poor and activities are mundane. For example, in the pre-school room, some puzzles were more suitable for younger children, the sand tray and the art and craft table were not inviting to children, and other materials were of poor quality or incomplete. Such activities do not challenge children in their learning. Staff fail to model language well or engage in meaningful conversations with the children to help develop and extend their language. Babies and toddlers experience some planned play. For example, babies explore baskets of household items, natural resources and toys that make different sounds. However, the water-play activity set out for young toddlers is used poorly as staff restrict children's exploration to

attend to routine activities. The toddlers are left to wander around and occupy themselves. This lack of attention affects children's enjoyment and does not support their early communication or social skills. Children lack motivation in their play.

p.4

Personal development, behaviour and welfare are inadequate

Staff do not deploy themselves effectively to ensure children's safety or meet their needs. On the day of the inspection, toddlers accessed nappy creams and climbed up small stepladders unseen. This lack of supervision compromises their safety. Children's well- being is compromised by poor maintenance of the premises and equipment. Key persons do not do enough to show children they are valued. For example, not all children's birthdays and photographs appear on the birthday display and staff do not know all children's ages.

p.4

Outcomes for children are inadequate

Children make insufficient progress from their starting points. Additional funding to support some groups of children is not been used to good effect. All children, including funded children, are at risk of falling further behind and do not develop the skills they need for school, particularly in their communication and language development. Children often wait for long periods between activities, and do not get sufficient challenge or choice. This limits their enjoyment and learning.
