p.1

This provision is inadequate

 The provider has not notified Ofsted of changes to committee members, or provided sufficient information in a timely manner to enable Ofsted to complete the process for suitability checks on all members of the committee.  The daily record of attendance has not been correctly maintained so that an accurate record of all children's hours of attendance is in place.  The provider does not demonstrate an adequate understanding of the safeguarding and welfare requirements and how to implement these to support children's welfare.  Reflection on practice has not been sufficiently robust to build on previous improvements to the quality of provision and prevent breaches of requirements.

p.1

It has the following strengths

 Care practices promote children's physical and emotional well-being. Children are confident and participate readily in the activities provided. Parents praise the staff for being caring and informative about their children's well-being and activities.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

p.2

Due Date

 implement robust systems to reflect on practice, in order to act on any matters identified and bring about continuous improvement in the quality of provision.

p.2

Inspection activities

 The inspector viewed the areas of the premises used by the setting.  The inspector observed the quality of staff practice during activities and assessed the impact this has on children's play and progress.  The inspector looked at relevant documentation related to the provision for children's welfare and activities, along with evidence of the suitability of those working on the premises and associated with the provision.  The inspector and the provider discussed how the provider and staff reflect on the provision to bring about continuous improvement. The inspector spoke to staff as appropriate.  The inspector spoke to children and a parent during the inspection to gain their views about the setting, as well as examining documents provided by parents and children.

p.2

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are ineffective. By not notifying Ofsted of changes to the committee members, the provider has committed an offence. Furthermore, Ofsted has not been provided with the necessary information to complete suitability checks for these committee members. The new committee members, for whom information has not been supplied to Ofsted, do not work directly with children in the setting. However, their suitability to contribute to the organisation has not been verified. The provider has also not recorded the times when children enter the care of the setting during the morning session. These matters indicate that the provider and committee do not have a sufficient knowledge of the safeguarding and welfare requirements and how to implement these to promote children's welfare. However, the manager and staff have an adequate knowledge of how to report any concerns they may have about children's welfare. Two staff have

valid qualifications in paediatric first aid to help manage any minor injuries to children. Staff training needs are identified and acted on to build on the skills gained through their qualifications. This contributes to staff providing a greater variety of activities and enhancing their support for children's play.

p.3

Quality of teaching, learning and assessment is good

Partnerships with parents promote the exchange of information from the outset about children's interests and activities away from the setting. Parents' and children's views about the provision are sought and taken into account. The setting maintains a close partnership with the host school. Staff share information about children's activities and achievements to help promote continuity of progress. They also provide activities which complement children's learning in school. Children enjoy games which promote their thinking skills, such as chess. They use resources for making marks, developing their manipulative skills for writing and supporting their creativity. Staff help children to try new games while they wait for other activities, promoting their turn-taking skills and their tolerance of the needs of others. Children have opportunities to gain a positive awareness of diversity and respect the similarities they share with others, as well as any differences.

p.3

Personal development, behaviour and welfare are inadequate

The breach of requirements and the absence of suitability checks for some of the committee members have an adverse effect on promoting children's welfare. Children have opportunities to be independent and make choices. They help to prepare their snacks and then choose the resources they would like to play with from the store cupboard. Children also enjoy other activities, such as yoga sessions, facilitated by external specialists. This supports them to try new activities and to participate in a shared activity with others. Children behave well and show consideration for others. Staff praise children's efforts and achievements and talk to their parents about these, as part of developing children's self-esteem. Children are offered daily outdoor play and have good opportunities to learn about the foods that contribute to a balanced diet. They are supported to use effective self-care routines that maintain good hygiene.
