children and young people since the most recent full inspection
No judgement was made at this inspection because the home does not currently provide accommodation to young people. The home was officially closed on the 11 December 2015. The registered provider has indicated that the home will not be operational and the service has in effect closed. The home has no intention of accepting placements. However, if this was to change they are required to inform Ofsted of their intention before they do so. This provision has been working closely with neighbouring authorities to develop a shared service for children and young people with disabilities. At the time of this interim inspection the merger between Rochdale and Oldham Borough Council has been agreed and is now fully operational. After a lengthy period of consultation 25 children and young people who were accessing short breaks at this home have now transferred over to another provision.

Professionals spoken with during the inspection confirm that the transition was carefully planned and well managed. One social worker commented: ‘In my opinion this has been a well-planned transition. Managers have maintained full oversight at all times. Each young person has had a thorough transition plan, whereby they have been able to visit the new provision. I am aware that most staff have also transitioned over to the new service. This again, minimises the disruption for young people. As a service the feedback we’ve received from families about the transfer has been very positive.’

Written case records are no longer held at this home. Written material such as risk assessments, short break plans and care plans are now held at the new service. Evidence suggests that the registered provided took the necessary steps to ensure the physical security of the records during the transfer.

The responsible authority has kept Ofsted informed throughout the consultation process. This ensured the regulator maintained full oversight of the merger. Moving forward the Registered Provider intends on formally cancelling this registration with Ofsted.

What the inspection judgements mean
At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the Inspection of children's homes: framework for inspection.

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
