children and young people since the most recent full inspection
This home was judged Requires improvement at the last full inspection. At this interim inspection the home was 'not judged' . The home has been closed since August 2015. The registered provider has indicated that the home will not be operational for several more weeks. This is to enable complete refurbishment and decoration to take place, and a full staff team to be appointed. Should the home decide to accept placements, they are required to inform Ofsted of their intention before they do so. In these instances, Ofsted does not make a judgement about progress.
p.2
children and young people since the most recent full inspection
At the full inspection on 29 July 2015, four requirements and one recommendation were made, with a timescale of 30 September 2015. These were repeated at the interim inspection on 14 January 2016. However, the circumstances that led to these requirements being made are, in most instances, no longer applicable. This is because the young person is no longer living at the home and the staff team who looked after her have been moved to other houses within the company, or have left this employment.
p.2
children and young people since the most recent full inspection
The home’s registered manager returned from maternity leave after the full inspection, and has resumed management of this house, as well as its sister establishment approximately 12 miles away. The manager immediately set about remedying the shortfalls found at the full inspection.
p.2
children and young people since the most recent full inspection
For example, the manager has ensured that fire safety checks have been completed weekly since her return, and these are well recorded. This requirement is therefore met.
p.2
children and young people since the most recent full inspection
The manager makes appropriate and timely notifications in relation to other young people. The requirement under Regulation 40 has, therefore, not been repeated.
p.2
children and young people since the most recent full inspection
The manager ensures that regular internal monitoring takes place. Regulation 45 reports are sent to Ofsted at appropriate intervals, which means that this previous requirement is also now met.
p.2
children and young people since the most recent full inspection
The recommendation made at the interim inspection in January 2016 concerned the need to ensure that young people receive a healthy diet. The registered manager is well aware of the importance of diet. The recommendation has not been repeated.
p.2
children and young people since the most recent full inspection
Because the home has not looked after any young people for eight months, there has not been the opportunity to demonstrate that it can meet the quality and purpose of care quality standard. Discussion took place during this inspection about the need to ensure that the staff team appointed for this home have all the necessary training, skills and experience to manage the young people’s needs.
p.3
children and young people since the most recent full inspection
Discussion also took place about the importance to admit only young people who falls within the terms of the home’s registration category of emotional and behavioural difficulties, and the statement of purpose. This requirement has been repeated to reinforce this message.

What the inspection judgements mean
At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the Inspection of children's homes: framework for inspection.

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
