p.1

This provision is inadequate

 The childminder has a history of poor inspections outcomes and overtime has not managed to improve the quality of her provision to ensure she is able to offer quality care and learning experiences for children that is continually improving.  There are gaps in the children's learning experiences, particularly to promote their physical development and communication and language skills.  The childminder's insecure knowledge of how to establish where children are at in their learning means she does not effectively plan the next steps in their learning or identify any variations in the learning and outcomes of different groups of children.  Safeguarding is ineffective. This is because there are gaps in the childminder's knowledge and practice in how to how to protect children from harm and keep them safe and well.  Children do not learn about the importance of being healthy through daily routines, diet

and discussion, for example drinking water is not promoted or easily accessible to the children.  The organisation of the premises and the limited availability and suitability of equipment and resources do not support the welfare and learning needs of the children.

p.1

It has the following strengths

 Children have formed a secure relationship with the childminder and look to her for reassurance and comfort when needed.  The childminder uses encouragement and support to promote appropriate behaviour, such as taking turns, sharing and being kind to one another.

p.4

Effectiveness of the leadership and management is inadequate

Despite the childminder's continually poor inspection history she has not undertaken appropriate training and professional development opportunities to improve the quality of her provision to an acceptable level. The environment, routines and activities available to the children do not meet their individual needs. Children tend to lead their own play with very little direction at any time from the childminder. The childminder's weak knowledge of the legal requirements has resulted in a number of breaches of registration. Through discussion and in documentation it was found there are gaps in her knowledge of safeguarding. Particularly in the procedures to follow if there are concerns about a child and the more recent requirements in safeguarding. Children's health is compromised due to poor hygiene practices. They were observed drinking from bottles and being given dummies that had not been cleaned following contamination. The childminder does not

always gain written permission to administer medication. Safety issues were identified as medicines and hazardous bathroom products were accessible to children. Safeguarding is therefore ineffective

p.5

Quality of teaching, learning and assessment is inadequate

Despite intensive support from the local authority the childminder has not improved her knowledge of the learning and development requirements. She does not provide the children with a varied, challenging and stimulating learning environment. Due to her lack of understanding of how to establish where children are in their learning and development she does not effectively identify the next stage in their learning. As a result their day has very little purpose and structure, lacking variety and changes in pace. Indoors the children rarely engage in any meaningful play and flit from toy to toy. They often point to the television indicating they would like it switched on. The children's communication and language skills are limited. Children do not play outdoors or go on outings as a matter of routine. This severely limits their opportunities to explore and exercise in the outdoors and develop physical skills. Indoors the lack of creative and natural materials limits their ability

p.5

Quality of teaching, learning and assessment is inadequate

to explore and experiment with a range of materials using their senses and whole body. The childminder is unable to provide the parents with comprehensive information on their children's progress.

p.5

Personal development, behaviour and welfare are inadequate

There are good relationships within the setting and the very young children approach the childminder easily to 'check in' as and when needed. She uses positive language to encourage the children to be kind to one another and share. However, the premises, equipment and resources do not support the welfare and learning needs of the children. The main room where children spend most of their time is generally cluttered, uninviting and uninspiring. The lack of natural light and generally poor resources limits the children's prolonged engagement in activities. As a result they often become restless and unsettled. Children were observed throwing toys. There is not enough baby equipment resulting in unsuitable sleeping arrangements. Very little importance is put upon promoting healthy lifestyles through discussion, daily routines and at meal times. Drinking water is not available and accessible to children.

p.5

Outcomes for children are inadequate

The childminder's poor knowledge of the learning and developing requirements results in her having low expectations for the children. She is unable to effectively progress their learning and skills. In particular, taking into account the ages and stages of development of the children, not enough emphasis is put upon promoting their communication skills and physical development. Therefore the outcomes for children are poor.
